A Test For High-Tech Voting In a preview of next year's statewide deployment of new voting machines, 25 cities and towns will be using the optical scan devices in the November' 2006 general election. By November 2007, 1,538 optical scanners will handle all voting in the state. Rather than pull levers for their candidates, voters will fill in ovals on a ballot sheet, similar to the process used on lottery ticket forms or standardized test answer sheets. The selection of the new machines has dragged on for years and has been highly contentious. But changes in federal law - made after the controversial vote-counting in Florida in the 2000 presidential election - have prompted the state to mothball its lever machines. An Act Concerning Freedom of the Press establishes broad and stringent protections for members of the media and their sources. Confidential sources play a fundamental role in newsgathering and have helped shape some of the biggest stories of our time. In Connecticut, that promise has been largely an article of faith between a journalist and his or her source. Election-Day Voter Sign-Up Advances Connecticut has been debating three key issues: House Bill 5022 on increasing the penalties for voter intimidation, House Bill 5024 on same-day registration, and House Joint Resolution 2, which is a constitutional amendment that has passed both chambers. The constitutional amendment would eliminate the current restrictions on absentee ballots and switch to "no excuses" balloting -- meaning that no reason at all would be needed to obtain an absentee ballot. Hartford City Council Fills Two Vacancies A city lawyer and former city council member were named Monday to fill two vacancies on the city council. Robert Painter, 77, who served on the panel for six years as a Republican but has since switched political parties, replaces Matthew Ritter, a Democrat. Ritter resigned earlier this month and was sworn in as a state representative. Corey Brinson, 30, a city attorney and a Republican, was chosen to replace Veronica Airey-Wilson, who retired last month. Holloway thought she had won the seat at the first vote March 11, but the election was disputed when temporary Chairman Ramon Arroyo cast a second vote for Holloway to break a 33-33 tie with Sean Arena. Arena was seeking a second two-year term as chairman. The question of whether Arroyo could cast a second vote — one as a committee member and one as temporary chairman to break the tie — was appealed to a dispute resolution panel of the Democratic State Central Committee. Making Every Vote In Every State Count Obama supporters, the final national numbers coming in show that your candidate won re-election by more than 4 million votes. That wouldn't matter, though, if just under 150,000 votes in the swing states went the other way. Puerto Ricans Debate Whether to Become the 51st State The news from Puerto Rico after the November 2012 elections could not have been more clear: "Puerto Rico Approves Statehood," crowed the Washington Post. At Capital Community College in Hartford, students were greeted with a prompt on the blackboard: "In a recent vote, Puerto Ricans favored U.S. statehood. Please write down your opinion: Should Puerto Rico be a state, an independent country, or stay as is?" Like many residents of Hartford, the Capital Community College students in the mock vote were mostly either born in Puerto Rico or of Puerto Rican descent. However, their opinions were strikingly different from the results of the Puerto Rican referendum reported in the news. Very few expressed the opinion that Puerto Rico should be a state, and by far the most popular opinion was that "Puerto Rico should stay exactly as it is." Ruling Means More Speech For Rich It was bad enough that the U.S. Supreme Court ruled earlier in 2010 that corporations and labor unions have the free-speech rights of people and can therefore pour unlimited amounts of money into political and issue campaigns. That 5-4 ruling in the Citizens United case will tilt the election playing field in favor of concentrations of wealth. It will make it harder for the average candidate to be heard above the din of special-interest campaigning. But the court majority apparently is not through with its assault on campaign finance reforms. These reforms include voluntary public financing systems at the state level that encourage more people to run for office — as in Connecticut. Working Families Party Candidate Makes History in Hartford Add Urania Petit's name to the list of people who made election history on November 4, 2008. Petit, a social worker and Working Families Party candidate for registrar of voters in Hartford, outpolled her Republican counterpart by more than 200 votes. With that, city voters made Petit the first third-party candidate ever elected to a registrar's office in Connecticut, according to the secretary of the state.
