The Connecticut Association for Human Services has released the 2004 Connecticut KIDS COUNT Data Book, Investing in Families...Investing in our Future, which highlights data and policy information related to family economics.
"Connecticut's 2004 Data Book is hopeful - most kids in the state are doing well," says Jude Carroll, the Connecticut KIDS COUNT project director at CAHS, "but future economic success for the state will require responsible planning to take Connecticut to the next level."
The Data Book focuses on a specific set of measures that relate to Family Economic Security issues: child poverty, family income, parental employment, homeownership, and more. The report features census and state agency data, recent trends in measures, and policy implications related to the findings.

American leaders in education, government, nonprofits and business have awakened to the individual, social and economic costs of the dropout crisis and are working together to solve it. This report documents that “dropout factories” — those high schools that graduate 60 percent or less of their students — has declined to 1,634 nationwide. This report is the first in a series of annual updates that will be provided through 2020. This year, all states, districts, and schools are required by law to calculate high school graduation rates according to a common formula and reporting standards. In this report, an analysis shows that high school graduation rates are 15 percentage points lower in the nation’s urban schools when compared with those located in the suburbs. Results show that graduation rates are considerably lower in the nation’s largest cities than they are in the average urban locale. The average graduation rate in the 50 largest U.S. cities is 52%. Although Hartford is not included in this report, using a similar method of calculation, Hartford’s graduation rate is 29%, as reported by the Superintendent of Schools Steven Adamowski for the 2005-2006 school year. State Representative Kelvin Roldan has proposed a bill in the Connecticut General Assembly to implement an innovative program to provide scholarships for public higher education modeled on one developed in Kalamazoo Michigan. Connecticut Promise Zones would allow local communities to raise bond funds to pay for scholarships for local students. David MacDonald, Director of Communications, CT Association for Community Action, Inc writes that interdistrict magnet schools have been very successful at providing a high-quality, integrated education to those students attending their schools, and there is a large demand to attend these schools, yet this has not changed the overall conditions of the Hartford schools that led to the decision of the Supreme Court in Sheff vs. O’Neill. Children are far more likely to be arrested at school today than they were a generation ago. The use of school-based arrests1 as a means of addressing even minor, non-violent disciplinary infractions raises serious concerns for educators, parents, and the wider community. The neighborhoods in which children live influence their ability to learn, thrive and succeed in the future. In 2009, a needs assessment was conducted to identify neighborhoods with high risk factors for children, such as high poverty rates and low graduation rates from high school, but also community assets that can foster child development. An arbitration panel recently rejected the Hartford School district's attempt to enforce school-based seniority in the next teachers' union contract. Superintendent Steven Adamowski has pushed for a system in which seniority "bumping" would occur only within individual schools when there are layoffs, an idea that has taken hold among education reform groups. Currently, with citywide seniority -- informally known as "last hired, first fired" -- a teacher targeted for layoff at one school could bump a teacher with specialized training who was hired more recently at one of the city's redesigned academies. To raise awareness of the benefits of high performance schools, the CT Green Building Council (CTGBC) has embarked on a program to promote the transformation of schools in Connecticut. Launched in February 2005, the High Performance Schools Initiative is operating on four tracks that include a stakeholder process, an educational outreach effort, an inventory of all public school buildings, and monitoring of legislative action. With the conclusion of the stakeholder process, they published this final report of what our stakeholders have identified as significant benefits of and barriers to promoting the design and construction of high-performance schools, and their suggested actions for raising the building standards used for constructing new schools in Connecticut. The investigation that generated this report began as an inquiry into allegations of abuse, neglect and other violations of student rights within the Washington Street campus of the Hartford Transitional Learning Academy (HTLA). Completion of the investigation was delayed by many months as the authority of the Office of Protection and Advocacy for Persons with Developmental Disabilities (OPA) to access parent and guardian contact information, and to visit the school while students were present, was litigated in Federal District Court. After the OPA’s authority had been established by the Court’s order, it was learned that the “hands on” disciplinary practices that had led to most of the original allegations of abuse had been administratively discontinued. It also became apparent that HTLA’s administrators were attempting to pursue a plan to transfer many of the school’s students, teachers and other resources back into neighborhood schools. This investigation’s findings support this plan, and the report concludes by recommending that HTLA’s middle school and high school programs ultimately be phased out. The Urban Libraries Council commissioned this study to look at how public libraries contribute to the human dimension of economic development. In the process, researchers also uncovered more evidence of the important contributions public libraries make to strengthening places and community quality of life. This report indicates that public libraries, including the Hartford Public Library, today are deeply involved with people, technology, and quality of life. The Urban Institute has published The New Neighbors, a guidebook to federal and local administrative data about immigration. This guidebook was designed by Urban Institute researchers, in consultation with the Annie E. Casey Foundation, to help policy makers, program implementers, and advocates use U.S. Census and other data sources to identify immigrant populations in their communities--their characteristics, their contributions, and their needs. The guidebook discusses national trends in immigration and addresses public policy questions that can be analyzed using these data. It provides users with advice on how to identify immigrants in the data and cautions them on data limitations. Our Piece of the Pie,a leading youth development agency in Hartford, has been awarded $155,027 from the Nellie Mae Education Foundation for planning of OPPortunity High School (OHS). OHS, a partnership with Hartford Public Schools, will engage over-aged, under-credited students who have dropped out, or are in danger of dropping out of high school. The school will be a small, academically rigorous diploma-granting high school that combines the unique skills and expertise of Our Piece of the Pie and Hartford Public Schools. OHS is scheduled to open in the fall of 2009. The funding is part of the Nellie Mae Education Foundation’s Multiple Pathways grantmaking program, which is part of the Foundation’s Pathways to Higher Learning Initiative.

New research conducted by Boston’s Center for Collaborative Education documents significant achievement by students who attend the city’s Pilot Schools. Pilot School students are performing better than the district averages across every indicator of student engagement and performance, including the statewide standardized assessment (MCAS). A descriptive survey of national trends in adult literary reading. Based on a sample size of more than 17,000 adults, it covers most major demographic groups - providing statistical measurements by age, gender, education, income, region, race, and ethnicity.
The results of the survey show that literary reading in America is not only declining rapidly among all groups, but the rate of decline has accelerated, especially among the young. This report describes how Connecticut's current vision that all children enter kindergarten ready for school success, and the related new investments in early care and education, are being more than offset by insufficient funding, and in some cases funding cuts for related programs -- specifically for State Funded Centers, School Readiness and Care4Kids. Cuts in funding to the Care4Kids program (reduced by nearly 40% from FY02 to FY05) coupled with unequal payment rates across state agencies for similar services ($5,500 from DSS as compared to $7,500 from SDE per child) and no cost of living increases for State Funded Centers have actually driven programs into deficit, requiring them to borrow money just to make payroll. The Hartford Financial Services Group, Inc., announced in this press release from December 2007 that it intends to purchase the property of 140 Garden Street and parcels of Fraser Place in Hartford. The 16 acres of property are adjacent to The Hartford's current headquarters on Asylum Avenue. The property purchase will expand the company's footprint in the Asylum Hill neighborhood. The Hartford does not plan to use all of the property for its own purposes: the company announced that it will donate a parcel of the land for a potential future new home for the Pathways to Technology Magnet School. Due to the current state of the existing building on the Garden Street property and the view of architects and engineers that it is unusable for The Hartford as office space, the company plans to file for a demolition permit with the City of Hartford.
