This study, commissioned by the Connecticut Center for School Change with the support and assistance of the Connecticut State Department of Education, is an initial effort to investigate how state and district teacher recruitment, hiring, and support policies and practices affect the ability to hire and retain high-quality teachers. The report’s conclusion is that differences in teacher qualifications between schools serving different populations of students appear to be widening.
