In April of 2008, the Court of Common Council voted to hold a series of public hearings to gauge public sentiment about whether the Council should empanel a charter reform commission. The resolution directed the Legislative Affairs Committee to host four (4) public hearings throughout the city between June 1 and August 1, 2008. The four formal hearings were held in various locations across the city and in total approximately 150 community members attended the public hearings. The hearings provided an opportunity to share information with the public regarding the current charter and the process by which a commission would be empanelled. This report summarizes the themes raised in these meetings and the dialogue that took place. African-Americans and Hispanics / Latinos in Connecticut are disproportionably involved in the criminal justice system. In 2003 the Commission undertook four studies to garner further knowledge regarding how actions taken in the pre-arrest, pre-trial, trial and sentencing phases contribute to the proportion of African Americans and Latinos/Hispanics comprising the pretrial and sentenced population of correctional facilities. These four studies -- a survey of police departments regarding use of alternatives to arrest, an analysis of pretrial data, an analysis of juries, and an analysis of sentencing data -- provide insight into points in the system where disparity can occur. Recommendations include encouraging an increase in the numbers of minority employees visible at all levels of the criminal justice system. The report of Management Resources LLC to the Hartford Police Department dated February 2004, was released to the public in November 2004.
The report was written by former City Manager Albert G. Ilg. The document recommends reorganizing the Police Department into several precincts, suggests higher educational standards for police officers, and proposes that if organized differently the Department could police the city with fewer officers.
The report includes a compilation of statistics on staffing levels and the incidence of crime in comparable cities, and a review of the literature on community policing.

In this report from the Rockefeller Institute of Government, analysis of state tax collections for all 50 states in the US, shows that total state tax collections declined as did collections from three major sources — sales tax, personal income, and corporate income, for the second consecutive quarter. Governor Malloy’s proposed state budget for FY 2014-15 demonstrates how current constraints threaten to divert our efforts: a stagnant economy, his self-imposed no taxes pledge, and fast-rising public employee benefit costs leave him few options. In his budget proposal, Governor Malloy has done an admirable job of expanding Connecticut’s commitment to high-quality preschool and K-12 education, both vital to our future. However, to fund these commitments, the Governor has relied on Medicaid cuts that could cause thousands of parents to lose health coverage, one-shot revenues that will leave holes in future budgets, and substantial borrowing that will burden our children tomorrow. TrueVoteCT is a non-partisian group of Connecticut voters dedicated to bringing accessible and verifiable voting to Connecticut. It is a volunteer organization of citizens who are concerned about the introduction of electronic voting equipment which fails to provide voters a printed paper record of their votes. A voter-verified paper ballot (VVPB) is needed to ensure the integrity of the voting system. It permits auditing of the voting system and allows for recounts when necessary.
