Pre-trial Diversions and Alternative Sanctions Staff Briefing Report

Focusing on the organization, effectiveness, and efficiency of the state's system of pre-trial diversion and alternative sanctions, this study reviews the history of alternatives to incarceration and suggests that financing has not kept pace with demand. Programs including alcohol and drug education, community service and violence education in treatment centers have the potential to reduce the prison population.
