This draft report presents the findings of a recidivism study of all inmates that were discharged from DOC facilities or supervision in 2000. The present study assessed reconviction rates by utilizing data collected electronically from the Department of Correction and the Connecticut Judicial Branch. American leaders in education, government, nonprofits and business have awakened to the individual, social and economic costs of the dropout crisis and are working together to solve it. This report documents that “dropout factories” — those high schools that graduate 60 percent or less of their students — has declined to 1,634 nationwide. This report is the first in a series of annual updates that will be provided through 2020. This year, all states, districts, and schools are required by law to calculate high school graduation rates according to a common formula and reporting standards. This quarterly forecast from the Connecticut Center of Economic Analysis (CCEA) concludes that there is currently little prospect for a robust recovery in Connecticut’s economy. State aggregate income will remain essentially flat while employment, despite very modest gains the past four months, will likely contract in the months ahead. There are no policy initiatives likely to drive a strong short-term recovery. However, Connecticut has at hand a powerful tool to drive short-term recovery in jobs and income—more than $1 billion in earned research and development tax credits that could be translated into capital investments, creating more than 4 million square feet of new advanced manufacturing, pharmaceutical, bioscience, and research space, creating nearly 40,000 new high-wage jobs. Hartford East Bus Rapid Transit Feasibility Study. Hartford, East Hartford, Manchester, Vernon. In March 2001, the Capitol Region Council of Governments (CRCOG) adopted its Long Range Transportation Plan which proposes that the Hartford East Corridor be improved using Bus Rapid Transit. Two phases have been proposed. The Near-Term Alternative consists of the construction of transit stations along I-84 and I-384 that would employ the existing HOV lanes. Bus service changes would consist of operating existing local and express routes via HOV lanes and stations, and providing local bus connections to HOV stations. The Long-Term Alternative combines elements of the HOV and initial Rail Corridor alternatives in order to provide the most attractive service benefits of those alternatives. The Tax Foundation’s annual federal tax burden and expenditure study clarifies the geographical patterns of income redistribution that federal tax and spending policies cause each year. The results of the study have been controversial for years because they show that the nation is not only redistributing income from the prosperous to the poor, but from the

Children are far more likely to be arrested at school today than they were a generation ago. The use of school-based arrests1 as a means of addressing even minor, non-violent disciplinary infractions raises serious concerns for educators, parents, and the wider community. This volume of Connecticut Economic Outlook, suggests that if the Federal and international stimulus initiatives do not take hold by the end of 2009, Connecticut may see a deepening recession with job losses hitting 110,000 or more by 2011, with no end in sight. According to the United States Census Bureau’s newly released 2006 American Community Survey (ACS), about one out of every eight residents living in Connecticut was born outside the United States. This represents an increase in Connecticut’s immigrant population from one in nine residents at the time of the 2000 census and one in
eleven at the time of the 1990 census. Many of Connecticut’s immigrants are the parents of children; these children represent an increasing proportion of Connecticut’s future workers and citizens. Although we still lead the industrialized world in the rate at which we lock up young people, the youth confinement rate in the United States is rapidly declining. To find out what would make Connecticut a compelling place for fast-growing technology companies, starting in June 2010 the Connecticut Technology Council interviewed a cross-section of Connecticut’s fastest growing and strongest enterprises in most technology clusters, from start-ups to established titans. They also assembled a team of business leaders and graduate students, predominantly from Yale and University of Connecticut, to research issues brought up by the CEOs and to review past reports and analyses of states’ competiveness. In the 1980s, the number of people sent to prison or supervised on probation and parole in the United States began growing substantially. Not surprisingly, the overall cost of corrections increased as well. But an unexpected about-face during current fiscal crisis has spurred lawmakers to reconsider who is punished and how. High recidivism rates among formerly incarcerated people have caused reevaluation of existing policies. Research-based responses that keep offenders in the community—whether through drug and other problem-solving courts or intermediate, targeted sanctions for parole violators—have been shown to maintain or enhance public safety at less expense. Governor Malloy’s proposed state budget for FY 2014-15 demonstrates how current constraints threaten to divert our efforts: a stagnant economy, his self-imposed no taxes pledge, and fast-rising public employee benefit costs leave him few options. In his budget proposal, Governor Malloy has done an admirable job of expanding Connecticut’s commitment to high-quality preschool and K-12 education, both vital to our future. However, to fund these commitments, the Governor has relied on Medicaid cuts that could cause thousands of parents to lose health coverage, one-shot revenues that will leave holes in future budgets, and substantial borrowing that will burden our children tomorrow. This report reviews the impact of state income taxes on low-income families. Poor families in many states face substantial state income tax liability for the 2006 tax year. In 19 of the 42 states that levy income taxes, two-parent families of four with incomes below the federal poverty line are liable for income tax. In 15 of the 42 states, poor single-parent families of three pay income tax. And 29 of these states collect taxes from families of four with incomes just above the poverty line. In Connecticut, the income tax threshold has fallen over time from 173 percent to 117 percent of the poverty line. A new website: thecleanwaterproject.com, provided by the Metropolitan District Commission (MDC), designed to provide up-to-date information on all aspects of the Clean Water Project. The website will help MDC customers in the eight district towns get information on all aspects of this initiative, a more than $1 billion project that will improve the area’s water quality and help protect residents’ health and safety. This analysis reports that Connecticut’s economy is in recession; the contraction began nearly a year ago, in third quarter 2007. But to date the pain has been remarkably little. Connecticut has seen only modest job loses through this period, and its unemployment rate, 6.1%, is below the national rate, 6.5%. Between 2000 and 2008, suburbs in the US’s largest metro areas saw their poor population grow by 25 percent—almost five times faster than primary cities and well ahead of the growth seen in smaller metro areas and non-metropolitan communities. As a result, by 2008 large suburbs were home to 1.5 million more poor than their primary cities and housed almost one-third of the nation’s poor overall. An analysis of poverty in cities and suburbs of the nation’s 100 largest metropolitan areas, based on data from the 2005 American Community Survey and Census 2000. Findings indicate that in 2005, the poverty rate in large cities (18.8 percent) was twice as high as in suburbs (9.4 percent), poverty rates rose significantly in Midwestern and Southern metropolitan areas, but remained steady in the West and Northeast, and in cities and suburbs where overall poverty rates rose from 1999 to 2005, child poverty rates rose faster. Economic conditions during the early 2000s brought a rise in poverty nationwide and in many cities and suburbs. Regional impacts, however, have been uneven. These findings emphasize that federal and state labor market supports like the Earned Income Tax Credit and unemployment insurance can act as powerful tools for helping families suffering the effects of economic downturns. At the local level, the enduring social and fiscal challenges for cities that stem from high poverty are increasingly shared by their suburbs.
