The last time city officials passed a budget that cut Hartford's tax rate was in the fiscal year 2005-06.

Last night, the city council adopted a budget that lowers the tax rate by half a mill, from 72.79 to 72.29 mills.

The 1997-98 budget lowered the tax rate from 29.88 to 29.50 mills. The tax rate has shot up significantly since then, the result of both tax hikes and state-mandated property revaluations.

In 2005-06, the tax rate went down, but as the result of a property revaluation, not cuts by city officials, city Assessor Lawrence LaBarbera said.
