UPDATE: The coalition's six unions have offered a mix of wage deferrals, furlough days, and increased health costs in exchange for contract guarantees and a pledge of no layoffs. Without concessions, layoffs could be needed to find the money. But this morning the unions say they will be delivering their savings plan to Mayor Eddie A. Perez.
