UPDATE: The coalition's six unions have offered a mix of wage deferrals, furlough days, and increased health costs in exchange for contract guarantees and a pledge of no layoffs. The letter to the mayor and the proposal is available in the "related links" box.

The city cut $3.2 million out of the salaries and benefits of the city's workers when it approved its budget on Sunday. Without concessions, layoffs could be needed to find the money.
