Hartford City Council Meeting

There were 41 items on the agenda. One additional item was walked in during the meeting. The next Council meeting will be Monday, January 12, 2004 at 7:00 P.M. An open agenda public hearing traditionally precedes the first Council meeting of the month; however, it is not certain at this time if the public hearing will be part of the January 12 th meeting.

Department of Development Services – The Council passed on consent an ordinance creating the Department of Development Services. The new Department will include the functions of licenses and inspections, planning and zoning, housing and community development, and federal grants administration. These functions are presently managed by several different departments.

Planning and Zoning Commission – The Council passed on consent an ordinance establishing a Planning and Zoning Commission. The ordinance represents the first step in the City's transition to a combined Planning and Zoning Commission under the Connecticut General Statutes and is meant to carry out mandates of the revised City Charter. The existing Commission on the City Plan will become the Planning and Zoning Commission as of January 1, 2004.

Black Governors Day – The Council passed on consent a resolution to declare February 27, 2004, as “Black Governors Day” in the City of Hartford. From 1740 to 1855, former slave and free black communities conducted elections in Hartford and eleven other Connecticut towns to select their own leadership. These elected black leaders, known as “Black Governors,” articulated the interests of their communities and represented their constituents with dignity and distinction. To recognize the Black Governors, the John E. Rogers African American Cultural Center will host the first Black Governors Ball on February 27, 2004.

Improvement of Former Hartford Public High School Site – The Council passed on consent a resolution to authorize the Knox Parks Foundation to improve and beautify the triangular piece of land bordered by Broad and Asylum Streets and I-84 Westbound which has remained undeveloped and unattractive since the demolition of the old Hartford Public High School and the construction of I-84 forty years ago. Funds for this project have been provided by the Alexander A. Goldfarb Trust to Knox Parks. The plan for improving the site includes planting trees and creating a walking path.

Tax Relief for Elderly Homeowners – This item was put on the agenda in error. No action was taken by the Council. The item will be on the agenda for the next Council meeting.
