Hartford City Council Meeting

There are 41 items on the agenda. The Council meeting will begin at 8 P.M. at Hartford City Hall in Council. The next Council meeting will be Monday, January 12, 2004 at 8 P.M.

Department of Development Services – The Council will vote on a proposed ordinance creating the Department of Development Services. The new Department will include the functions of licenses and inspections, planning and zoning, housing and community development, and federal grants administration. These functions are presently managed by several different departments. If approved, the ordinance will take effect upon adoption. This ordinance has been to public hearing and is on the agenda for action. (Items #10 & #22)

Planning and Zoning Commission – The Council will vote on a proposed ordinance establishing a Planning and Zoning Commission. The ordinance represents the first step in the City's transition to a combined planning and zoning commission under the Connecticut General Statutes and is meant to carry out mandates of the revised City Charter. If the ordinance is approved, the existing Commission on the City Plan will become the Planning and Zoning Commission as of January 1, 2004. The ordinance has been to public hearing and is on the agenda for action. (Items #8 & #24)

Black Governors Day – The Council will vote on a resolution to declare February 27, 2004, as “Black Governors Day” in the City of Hartford. From 1740 to 1855, former slave and free black communities conducted elections in Hartford and eleven other Connecticut towns to select their own leadership. These elected black leaders, known as “Black Governors,” articulated the interests of their communities and represented their constituents with dignity and distinction. To recognize the Black Governors, the John E. Rogers African American Cultural Center will host the first Black Governors Ball on February 27, 2004. (Item # 32)

Improvement of Former Hartford Public High School Site – The Council will vote on a resolution to authorize the Knox Parks Foundation to improve and beautify the triangular piece of land bordered by Broad and Asylum Streets and I-84 Westbound which has remained undeveloped and unattractive since the demolition of the old Hartford Public High School and the construction of I-84 forty years ago. Funds for this project have been provided by the Alexander A. Goldfarb Trust to Knox Parks. The plan for improving the site includes planting trees and creating a walking path. (Item #39)

Tax Relief for Elderly Homeowners – The Council will vote on an ordinance amending the city code on tax relief for elderly homeowners. The amendment would set the 2003 income limits to qualify for the $500 maximum tax relief benefit at $34,100 for married couples and $29,700 for singles. The proposed 2003 limits represent a $400 increase in each category from the 2002 limits to cover inflation. Last year, a total of over seven hundred and fifty qualified applicants received $343,313 in benefits (an average of about $456 per qualified applicant). A public hearing date of December 15, 2003, has been set for the proposed ordinance. This ordinance has been to public hearing and is on the agenda for action. (Item #25)
