Hartford City Council Meeting

There were twenty-eight (28) items on the original agenda.  Two more items were submitted during the meeting.  The next regular Council meeting will be held on Monday, January 14, 2008 at 7 P.M. in the Council Chambers in Hartford City Hall.  (There is no second meeting in December.)  The next public hearing will be Monday, December 17, 2007 at 7 PM.

Grant Funding for HIV/AIDS Prevention and Intervention – The Council referred, to its Health and Human Services Committee, a resolution authorizing the Department of Health and Human Services to apply for and receive funding from the State Department of Public Health to develop and manage the HIV/AIDS prevention and intervention program from July 1, 2008 through December 31, 2011.  The program has been funded through similar grants since 2005.  Approximately $350,000 will be requested for each year to cover program staff, educational materials, travel, and equipment.  (Item #2)

Appointment of Director – The Council passed a resolution authorizing the appointment of Carlos Rivera as the Director of the Hartford Department of Health and Human Services.  The Council’s Health and Human Services Committee recommended approval.  (Item #12)

Noise Ordinance – The Council postponed action on a proposed ordinance which will amend the Municipal Code with regard to noise.  The State of Connecticut has indicated that the ordinance conforms with their requirements, but has suggested some wording changes.  The postponement will allow time to consider those suggestions.  In addition to some technical amendments, the ordinance adds the following statement “In the absence of a sound level meter, any noise plainly audible at a distance of one hundred (100) feet from its source, by a person of normal hearing, constitutes prima facie evidence of a violation of this chapter”.  A public hearing on this matter was held on November 27, 2007 and the Council’s Quality of Life and Public Safety Committee recommended approval.  (Items #13 and 16)

Valet Parking – The Council postponed action on an ordinance regulating valet parking operations.  The ordinance, if passed, would limit valet parking to the hours from 6 PM to 2 AM, require permits for valet parking, require off-street locations for the cars that are valet-parked, and impose certain insurance and indemnification requirements.  A public hearing on this ordinance was held on Monday, November 19, 2007 and the Council’s Public Works, Parks & Environment Committee recommended approval.  (Item #14)

City Forestry Commission – The Council authorized the establishment of a city forestry workgroup for up to six months to develop a list of recommendations for the eventual development of a City Forestry Commission to consider issues such as tree replacement, protection and maintenance of city forests, review of relevant ordinances, and public education on promoting/preserving trees.  The resolution also requests that the City Corporation Counsel’s Office work with the forestry workgroup to consolidate and update ordinances.  (Item #25)

Youth Advisory Council – The Council postponed consideration of a resolution establishing a Youth Advisory Council in 2008.  The resolution is an outgrowth of a desire to provide youth with an opportunity to get involved in the governmental process as part of their educational learning experience and recognition that the governance of the city can be greatly enhanced by receiving input from youth and young adults.  (Item #27)
