Hartford City Council Meeting

There were 39 items on the original agenda.  One more item was submitted during the meeting.  The next regular Council meeting will be held on Monday, December 10, 2007 at 7 P.M. in the Council Chambers in Hartford City Hall.  The meeting will be preceded at 6:30 PM by a public comment period.  The next public hearing will be Monday, December 17, 2007 at 7 PM.

Noise Ordinance – The Council held a public hearing on a proposed ordinance which amends the Municipal Code with regard to noise.  In addition to some technical amendments, the ordinance adds the following statement “In the absence of a sound level meter, any noise plainly audible at a distance of one hundred (100) feet from its source, by a person of normal hearing, constitutes prima facie evidence of a violation of this chapter”.  The Council’s Quality of Life and Public Safety Committee will discuss the ordinance at a meeting on Tuesday, November 27th at 4 PM in Council Chambers.  The Council is expected to take action on the ordinance at its December 10th meeting.  (Item #1)

Appointment of Director – The Council referred, to its Health and Human Services Committee, a resolution authorizing the appointment of Carlos Rivera as the Director of the Hartford Department of Health and Human Services.  (Item #2)

Cleaning Products – The Council adopted a resolution directing all municipal departments to procure and use cleaning products that minimize potential negative impacts on the health of employees and visitors to City buildings and on the environment, while maintaining clean and sanitary facilities.  The resolution further directs the Chief Operating Officer to submit to Council a written report, after six months, assessing the effectiveness of this policy.  (Item #6)

Property Tax Reform – The Council approved a resolution authorizing an extension of time, beyond the December 15th deadline, for the Property Tax Reform Task Force to present their recommendations to the Mayor and Council.  The Task Force will present recommendations that may require action by the General Assembly by December 31st and will complete all remaining work by January 31, 2008.  (Item #8)

Sale of Land – The Council passed three resolutions authorizing the sale of City-owned land:  138 Irving Street to Habitat for Humanity for $7,500, 36 Wolcott Street to Habitat for Humanity for $10,000, and 175 Lawrence Street to Consortium LLC for $7,000. The Council’s Housing Committee recommended approval of the resolutions.  (Item # 18, 19, and 20)

Valet Parking – The Council postponed action on an ordinance regulating valet parking operations.  The ordinance, if passed, would limit valet parking to the hours from 6 PM to 2 AM, require permits for valet parking, require off-street locations for the cars that are valet-parked, and impose certain insurance and indemnification requirements.  A public hearing on this ordinance was held on Monday, November 19, 2007 and the Council’s Public Works, Parks & Environment Committee recommended approval.  (Items #22 and 27)

Public Art Ordinance – The Council adopted an ordinance which authorizes the formation of a Public Art Advisory Committee to guide and implement a Greater Hartford Arts Council administered program.  A master plan will also be fashioned by the Greater Hartford Arts Council and approved by City Council.  The ordinance also calls for the Council to annually consider an appropriation of funds for the procurement of art.  A public hearing on the ordinance was held on Monday, November 19th and the Council’s Public Works, Parks & Environment Committee recommended approval.  (Items #23 and 30)]

Maria Sanchez Way – The Council passed a resolution authorizing the addition of the name “Maria C. Sanchez Way” to Williams Street in the Clay Arsenal neighborhood.  Ms. Sanchez was the first Hispanic to be elected to the Hartford Board of Education and the first Hispanic woman elected to the Connecticut General Assembly.  She was a pioneer and supporter of bilingual/bicultural education and a founder of the Puerto Rican Parade Committee, La Casa de Puerto Rico, the Spanish American Merchants Association, and the Community Renewal Team.  She lived at 51 Williams Street for many years and died in 1989.  The designation of Maria C. Sanchez Way will perpetuate her memory and recognize her valuable contributions to the Hispanic community and the city of Hartford  The Council’s Public Building Dedication Committee recommended approval.  (Item #25)
