There are 55 items on the
regular agenda. The next Council meeting will be Monday, December 9 at 8
P. M. at Hartford City Hall in Council Chambers. The next public hearing will be December 9 at 7:30 P.M.
Building Operations
Partnership Board – The Council will
vote on a resolution authorizing the consolidation of building operations and
maintenance between the City, the School District, and the business
community. The resolution would create
a Building Operations Partnership Board which would include two members from
the City Administration and two from the School Administration. The purpose of the Board would be to
increase efficiency of personnel. This item has been to the Operations,
Management, and Budget Committee which is recommending passage. (Item #22)
Dutch Point/Good
Shepherd Revitalization – The
Council will vote on a resolution to commit $7,440,000 over a five year period
for the revitalization of the Dutch Point/Good Shepherd area. These funds will originate from a Community
Development Block Grant (CDBG), UDAG Repayments, HOME funds, and CCEDA housing
funds. The grants will be used to
transform the Dutch Point Housing project into 150 mixed income rental units
and 50 homeowner units. The resolution
is being recommended for passage by the Operations, Budget, and Management
Committee, the Planning, Economic Development, and Zoning Committee, and the
Housing Committee. (Item #21)
Rodent Control
Plan – The Council will vote
on an ordinance which would require that all new development – which includes
new buildings and new additions to existing buildings – have a Rodent Control
Plan to eliminate rodents on the entire property. The plan would include a contract with a licensed
exterminator. The plan would require
approval by the Rodent Control Division and building permits will not be issued
until the “planning and baiting effort” is complete and approved. This
ordinance has been to public hearing and is on the agenda for action. (Item #43)
Park Hours Changes– On
the recommendation of Council member Robert Painter, the Council will vote on
an ordinance which will change the rules concerning Hartford’s parks hours of
operation. If passed, the ordinance
would change Hartford park hours from their present 6 A.M. through 10 P.M. to a
dawn to dusk schedule. Allowances would
be made so that both pond houses could stay open past dusk and that individuals
and groups who obtained a permit could be in the parks before dusk and after
dark. This ordinance has been to public
hearing and is on the agenda for action. (Item #46)
Notification of School
Closings -- On the recommendation of council member Kenneth Kennedy, the
Council will vote on a resolution which would adopt a set of procedures
regarding permanent school closings. The procedures would require, among other things, that a study be done
prior to any school closing and that the study include input from parents, the
cost savings to be accrued, and alternatives to closing the school. (Item #53)
