Hartford City Council Meeting

There were 16 items on the original agenda. One additional item was submitted during the meeting. The next public hearing will be Monday, November 21, 2011 at 7 PM. The next regular Council meeting will be held on Monday, November 28, 2011 at 7 P.M. All meetings are held in the Council Chambers in Hartford City Hall.

ITEMS OF SPECIAL INTEREST

Sale of City-Owned Land – The Council referred, to Public Hearing and to its Planning & Economic Development Committee, a resolution authorizing the City to sell a vacant parcel of land, located in the Parkville Neighborhood adjacent to the Stop & Shop Supermarket, to Hayes Property for construction of a fueling station. The City acquired the four properties at 126 and 130 New Park Avenue and 8 and 161 Francis Court and issued a Request for Proposals (RFP) for development of the site. Hayes Properties responded to the RFP and was selected to be recommended to the Council as the developer. The proposed use is subject to approval by both the Capitol Region Council of Governments and the Hartford Planning & Zoning Commission. (Segarra) (Item #3)

Albany/Main Intersection – The Council referred, to its Operations, Management and Budget Committee, a resolution that commits the City, if awarded a grant through the STP Urban Act Funding Program, to provide the necessary cash match from City bond funds. The City's application is being considered for a grant in an amount up to $3.5 million to be used for improvements to the six-way intersection at Albany Avenue and Main Street. Improvements will include new pavement, curbing, sidewalks, ornamental lighting, traffic signal upgrades, and design improvements to improve the safety of the intersection. (Segarra) (Item #4)

Scrap Metal Recycling – The Council passed a resolution that authorizes the Administration to enter into a contract with Albert Brothers, Inc. for the collection and recycling of scrap metal. The Department of Public Works collects scrap metal through curbside recycling collection at residences, from municipal facilities, and from the transfer station on Leibert Road where material is dropped off by small businesses and residents. Albert Brothers will collect and recycle all material at no cost to the City and will also provide a payment to the City of approximately $16,000 based on the amount of scrap metal collected. Commission Appointments – The Council adopted two resolutions confirming the appointment of Chuck Culliton to the Ethics Commission and the reappointment of Louise Loomis to the Commission on Grandparents Raising Grandchildren. (Items #8 and 9) (Segarra)

Valet Parking – The Council referred, to Public Hearing and to its Operations, Management & Budget Committee, two ordinances that change the way valet parking is permitted, inspected, and regulated in the city of Hartford. Currently, the Department of Public Works oversees this function. The proposed ordinances transfer this responsibility to the Hartford Parking Authority. The ordinances also modify some administrative functions and increase certain fees. Permit fees, which are currently $100 for the operator and $50 for sponsor, will be changed to $200 per location. In addition, street usage fees, which are presently $500 for the first 18 feet of valet parking zone and $25 for each additional foot, are proposed to be increased to $1,000 for the first 18 feet and $25 for each additional foot. The new fees reflect industry standards. (Segarra) (Items #10 and 11)

  13. Recycling. Resolution calling for closure of one of three boilers at the Mid-Connecticut trash to energy plant and supporting efforts to increase the rate of recycling in Hartford. (Winch) Referred to Public Works, Parks & Environment Committee
  14. Memorial Bench. Approval to install a bench on the Green at the intersection of New Britain and Fairfield Avenues in memory of Thomas Decker Sisko. (Boucher, Painter) Referred to Public Building Dedication Committee and Public Hearing on November 21, 2011
  15. Power Generation. Establishment of a task force to investigate the creation of a municipally-owned power generation and supply facility. (Deutsch) Referred to Planning & Economic Development Committee
  16. Class-Action Suit. Resolution calling for the City of Hartford to initiate or participate in a class-action suit for the purpose of securing compensation from CL&P for costs incurred by residents, businesses, and City Government as a result of recent power outages. (Deutsch) Referred to Legislative Affairs Committee
  17. Bond Refunding. Authority for the City to refinance $40 million in outstanding bonds, previously issued for capital improvements, in order to reduce the debt service currently being paid. (Kennedy) Passed
