The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers. The meeting will be preceded, at 6:00 PM, by an open agenda public hearing. The next public hearing will be Monday, November 19, 2012 at 7 PM.

There are 13 items on the agenda. Below is detailed information about items of special interest to neighborhoods. Following those details is a listing of all agenda items, in layperson’s language. ITEMS OF SPECIAL INTEREST

New Agenda Items: The following items appear for the first time on the Council's Agenda.

95-101 Pearl Street – The Council will consider a resolution that authorizes the City to sell property at 95-101 Pearl Street to Lewis/Pearl Street Ventures for $500,000. The property is a vacant 12-story commercial building. Lewis/Pearl proposes to rehabilitate the building into restaurant or retail uses on the first floor, office space on floors 2 though 6, and 66 market rate apartments on floors 7 through 12. The property is part of a larger project that includes the sale, by CHFA, of Trumbull on the Park and 111 Pearl Street to Lewis/Pearl Street Ventures. (Segarra)

445 Zion Street – The Council will consider a resolution that authorizes the sale of 445 Zion Street, a vacant, severely blighted property with no parking, to the Mutual Housing Association of Greater Hartford (MHAGH) for $1,000. MHAGH will develop the property into 15 rental housing units affordable to low-income households. Ten of the units will be set aside for elderly individuals. Parking will be available to tenants on a lot already owned and managed by MHAGH behind 445 Zion Street. (Segarra)

  1. Medical Consulting Services. Authorization for the City to contract with the Segal Company to provide financial and other consulting services associated with medical coverage provided by the City and the Board of Education to its employees and retirees. (Segarra)

  4. Honeywell Contact. Authorization to extend a contract with Honeywell First Responder Products for one year for the purchase of personal protective equipment for fifty new firefighter recruits. (Segarra)
  5. Insurance Broker. Authorization for the City to contract with H.D. Segur Insurance for insurance broker services. (Segarra)
  6. Monthly Update. Report from Mayor Segarra on the operations and finances of the City for the month of October. (Segarra)
  7. 95-101 Pearl Street. Authorization for the City to sell property located at 95-101 Pearl Street to Lewis/Pearl Street Ventures for $500,000 for the development of retail, office, and residential space. (Segarra)
  8. Committee Report. Report from the Health & Human Services Committee on emergency preparedness and the Southend Wellness Center.
  9. Access to Food. Authorization to extend current contracts with four operators of food pantries in the amount of $13,750 each. (Segarra)
  10. No-Freeze Shelter. Authorization for the City to execute a contract with Immaculate Conception Shelter & Housing Corporation for $92,000 to provide shelter beds for homeless individuals during the winter months. (Segarra)
  11. Dillon Stadium. Ordinance changing the fee schedule for use of Dillon Stadium by teams, organizations, and the Hartford Public Schools. (Kennedy)
  12. Library Events. Resolution authorizing the Library to serve alcohol at a One Book One Hartford author event and a staff holiday gathering. (Jennings)
  13. City Hall Event. Resolution authorizing the National Association of Minority Contractors to serve alcohol at a reception in Hartford City Hall. (Kennedy)
