There are 53 items on the regular agenda. The Council meeting will begin at 8 P. M. at
Hartford City Hall in Council Chambers.
Façade Program II - The Council will vote on a
resolution which would create a new façade improvement program: Façade Program
II. The new program would be designed for property owners who wanted to invest
private funds in addition to funds from the city. Under the program, property
owners could be reimbursed up to 25% their total construction costs. The
Council referred this resolution to the Operations, Management, Budget,
Education, and Labor Committee at its September 24th meeting. (Item #35)
The Council will also vote on a resolution authorizing City
Manager Kee Borges to fund Façade Program II with Year 27 Community Development
Block Grant Funds. The resolution would allow $200,000 from the
Hartford Revitalization Fund to the Department of Housing and Community
Development. According to the letter attached to the resolution, no
monies from the general fund would be used for the program. (Item #6)
Local Law Enforcement Block Grant - On the
recommendation of City Manger Kee Borges, the Council will vote to accept
$406,502 from the United States Department of Justice. The funds, a Local
Law Enforcement Block Grant, are mandated for crime prevention and public
safety and would be used to fund neighborhood block watch and problem solving
organizing services. The funds are used for organizers in thirteen
neighborhoods and in conjunction with United Connecticut Action for
Neighborhoods (UCAN). (Item #1)
CDBG Funds for Site Remediation - The Council will
vote on a resolution authorizing the City Manager to reprogram $75,000 from the
Year 27 Community Development Block Grant (CDBG) Site Remediation Fund to
Stephanie Properties, Inc. for environmental remediation at 1000 Wethersfield
Ave. Stephanie Properties plans to renovate the banquet facility at the
site and is requesting the funds to cover expenses associated with the removal
of an underground storage tank and contaminated soil from the property.

Trumbull on the Park, LLC Tax Fixing Agreement - The
Council will vote on a resolution creating a tax assessment agreement with
Trumbull on the Park, LLC for properties it is developing along Lewis and Pearl
Streets in downtown Hartford. The tax agreement is intended to offset
redevelopment costs. Under the agreement, Trumbull on the Park LLC
would pay reduced taxes on the 600 space garage, residential units, and retail
space it is developing. (Item #5)
