There were 40 items on the regular agenda. The next Council meeting will be November
27, 8 PM, at City Hall. The next public hearing will be Monday, November 20, at
City Hall.
Transportation Study Approval -- The Council referred
a resolution supporting the Capital Region Council of Governments’ preliminary
plans for Route 44 improvements to public hearing November 20, 2000 and to the
Planning, Economic Development, and Zoning Committee.
Industrial Re-Use Overlay District -- The Council referred to a public hearing January 8, 2001 and to the
Planning, Economic Development, and Zoning Committee a set of ordinances which
will establish an industrial reuse overlay district (IROD) on several parcels
bounded by Huyshope, Nepaquash, Sequassen and Van Dyke Streets. The IROD overlay, requested by the
Coltsville Heritage Park, will allow increased uses on the property.
CDBG Funds to Urban League -- On the recommendation
of Mayor Peters, the Council passed a resolution allocating $150,000 Community
Development Block Grant Funds to the Urban League to renovate a new facility
the Urban League is purchasing. According to the resolution, the Urban League is purchasing a building
at 140 Woodland Street to serve as its new headquarters. The funds from the city will be reprogrammed
from 24th and 25th Year CDBG Future Community Development
Project Pool and the 25th year CDBG Hartford Revitalization
Fund. The Operations, Management,
Budget, Education, and Labor Committee recommended passage.
CDBG Funds for Webster Street Properties Improvement
-- On the recommendation of Deputy Mayor Sanchez, the Council passed a
resolution allocating $75,000 to Stephanie Properties, LLC to rehabilitate
properties on Webster Street. Stephanie
Properties will rehabilitate the properties for retail use and redesign the
area in front of the buildings to provide semi-public outdoor space. The funds will come from the 25th
and 26th Year Community Development Block Grant Hartford
Revitalization Fund. The Operations,
Management, Budget, Education, and Labor Committee recommended passage.
Funds for Job Corps Center -- The Council passed on
consent an ordinance authorizing the City Manager to submit a grant application
to the Hartford Foundation of Public Giving for $400,000 for the residential
component of the Capital Region Job Corps Center. Hartford was one of four cities nationwide to receive federal
funding for a youth. The Foundation
has indicated that it is willing to consider a matching investment in the
project for up to $400,000.
Death Penalty Moratorium -- On the recommendation of
Council member Horton Sheff, the Council passed a resolution calling for a
moratorium on the death penalty until measures are in place to ensure that it
is applied fairly. According to the
resolution the death penalty is applied disproportionately to people of
color. A copy of the resolution will be
forwarded to the Governor, the President, state representatives, and
Connecticut’s Congressional representatives.
