The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers, preceded at 6 PM by a public comment period. The next Council meeting will be Monday, November 25 at 7 PM and the next public hearing will be Monday, November 18 at 7 PM.

New Agenda Items: The following items appear for the first time on the Council’s Agenda.

Parent Leadership Training – The Council will consider a resolution authorizing the City to accept a grant of $22,000, from the Parent Trust, to implement the Parent Leadership Training program. The program has been operated for four years by the Department of Families, Children, Youth & Recreation (DFCYR) as part of its Family Civics Initiative. DFCYR partners with the Women’s League Family Development Center to recruit twenty to twenty-five participants for the 20-week program which takes place at the Women’s League. In addition to facilitated training, the program includes professional child care, family dinners, and a graduation ceremony. (Segarra) (Item #2)

Appointments – The Mayor has submitted, to Council, resolutions confirming his appointments of Carlos M. Huertas as Fire Chief and Sabina E. Sitaru as Chief Information Officer. Chief Huertas has been serving as Interim Chief since the retirement of his predecessor. He is a 33 year veteran of the Fire Department and a Hartford native. Ms. Sitaru has been serving as the Acting Chief Information Officer since May of this year and has worked for Metro Hartford Information Services since 1995. She has a Masters degree in Information Services Management. (Segarra) (Items #8 and #9)

  11. H&HS Committee Report. Report from the Council’s Health & Human Services Committee regarding discussions held at the November 4th meeting regarding the effect of Federal budget cuts on services for Hartford residents and health care for undocumented residents and migrant workers.
  12. Capewell Factory. Approval to accept a $50,000 grant from the CT Trust for Historic Preservation to do preliminary studies and assessments of the former Capewell factory for development of housing units and retail space. (Segarra)
  13. Pearl Street Brownfield Grant. Approval to accept a $500,000 grant from the CT Department of Economic & Community Development for environmental assessment and remediation at 95-101 and 111 Pearl Street. (Segarra)
  14. Michaud Appointment. Confirmation of the Mayor’s appointment of Michael Michaud to the Commission on Addiction and Public Health. (Segarra)
  15. Martin Appointment. Confirmation of the Mayor’s appointment of Katie Martin to the Advisory Commission on Food Policy. (Segarra)
  16. Stanford Appointment. Confirmation of the Mayor’s appointment of Carmen Stanford to the Grandparents Raising Grandchildren Commission. (Segarra)
  17. Composting. Authorization to enter into a 3-year contract with Green Cycle/Harvest New England for collection and composting of leaves, brush, and trees collected by the Department of Public Works. (Segarra)
  18. Homeland Security Program. Approval for the City to enter into a Memorandum of Agreement to participate in the Capitol Region Emergency Planning Committee under the State’s homeland security strategy. (Segarra)
  19. Fireworks. Ordinance regulating the sale and storage of fireworks by requiring permits. (Segarra)
  20. Inflammable Liquids & Fuel Oil Fees. Ordinance increasing the permit fees for storage or transport of volatile inflammable liquids and deleting the license requirements for fuel oil trucks, because the State has taken over this responsibility. (Segarra)
  21. Fire Prevention Permits. Ordinance requiring permits for uses, displays and events that must be inspected by the Fire Marshal. (Segarra)
  22. Fire Prevention Permit Fees. Ordinance granting the Fire Marshal the authority to establish a fee schedule for permits for activities that have fire prevention impacts. (Segarra)
