Hartford City Council Meeting

Monday, November 12, 2003

There are 24 items on the agenda. The Council meeting will begin at 8 P.M. at Hartford City Hall in Council Chambers and will be preceded by an open agenda public hearing that will begin at 7:30 P.M. (The Council will meet on a Wednesday due to the Veteran's Day holiday.) The next Council meeting will be on Monday, November 24 th at 8 P.M.

Benton Street Streetscape Improvements – The Council will vote on a resolution directing the City Manager to allocate $8,000 to the Knox Parks Foundation to assist the South Green NRZ and Benton Street residents and property owners with the implementation of streetscape improvements on Benton Street between Franklin and Wethersfield Avenues. (Item #23)

Civilian Police Review Board – The Council will vote on an ordinance that would change the structure of the Civilian Police Review Board. Some of the possible changes to the board include an increase in the board size and a loss of voting power of the police representatives on the board. This ordinance was on the public hearing agenda at the last Council meeting. At that meeting several residents, members of the present Civilian Police Review Board, and one of the independent investigators associated with the Board spoke in favor of passage. (Item #20)

Construction Financing for Magnet Schools – The Council will vote on two ordinances appropriating funding in the Capital Improvement Fund for the Greater Hartford Classical Magnet School ($32 million) and the Pathways to Technology Magnet School ($29,681,093). The appropriations are contingent upon approval by the State Bonding Commission, which will result in 100% reimbursement by the State of Connecticut. (Items #17 & #18)

Funding for Trinity College Area Improvements – The Council will vote on an ordinance appropriating $4,791,700 to finance streetscape and traffic improvements in the Trinity College area. The total cost of the project is $6,307,700. Funding for the project will be from the Federal Transportation Equity Act totaling $4,791,700 along with a $1,516,000 local match by the City of Hartford. The local match will be financed from a 1998 bond authorization for roadway improvements and from Urban Act II funds. (Item #19)

Fire Prevention and Safety Program Funds – The Council will vote on a resolution to authorize the City Manager to apply to FEMA for Fire Prevention and Safety Program Funds for October 1, 2003 through September 30, 2004. Hartford is eligible to apply for up to $100,000 in funds that could be used to replace the Safety “Smoke House” Trailer. The new trailer would be used to demonstrate fire safety education.
