Hartford City Council Meeting

There were 19 items on the agenda: three more were added at the meeting. The next Council meeting will be Monday, November 22, 2004 at 7 P.M. at Hartford City Hall in Council Chambers. The next public hearing will be Monday, November 15 at 7 P.M.

Historic Preservation: The Council postponed action on several ordinances aimed at protecting historic properties. If passed the ordinances would create an Historic Preservation Commission which would protect about 4,000 properties in Hartford. The ordinances would cover properties on the National Register of Historic Places, the State register of Historic Places, and historic districts. Restrictions on demolitions and changes to the exterior of properties would be utilized to prevent the corruption of the historic integrity of the properties. Any proposed exterior changes would have to conform to the historic design manual which will be provided by the Historic Preservation Commission.

Elderly Homeowners Tax Assistance Program: The Council referred to the Finance and Revenue Committee an ordinance which would change the income limits for eligibility for the elderly Homeowners Tax Assistance Program. The program is available to seniors and mitigates the homeownership taxes. The program has been in effect since 1982. The present ordinance would change the eligibility limits from $29,700 to 30,400 for single persons and from $34,100 to $34,800 for married couples.

Creation of a Commission on HIV/AIDS: The Council referred to the Health and Human Services Committee an ordinance amending Chapter 2, Article V, of the Municipal Code establishing the Hartford Commission on HIV/AIDS. The purpose of the Commission will be to study the conditions and needs of individuals living with HIV/AIDS in Hartford and make recommendations regarding City policy and services to improve their quality of life. A hearing concerning this ordinance will be held on November 15, 2004.
