Hartford City Council Meeting

There are 40 items on the agenda. The Council meeting will begin at 8 P.M. at Hartford City Hall in Council Chambers. The next Council meeting will be on Wednesday, November 12 at 8 P.M. (The Council will meet on a Wednesday because of the Veteran's Day holiday.)

Civilian Police Review Board – The Council will begin with a public hearing on an ordinance that would change the structure of the Civilian Police Review Board. Some of the possible changes to the board include an increase in the board size and a loss of voting power of the police representatives on the board.

City Affordability Rental Standard – The Council will vote on a resolution directing City Manager Lee Erdmann, working through the Department of Housing and Community Development and the Corporation Counsel, to implement a policy establishing a City affordability rental standard within 90 days for Council review. The rental standard will be 20% lower than the lowest rent ceiling established by HUD's HOME Program. The existing HUD rent ceiling is unaffordable for many Hartford households. The standard will also mandate that not less than 20% of all rental units in City assisted developments of more than 5 units adhere to the standard. (Item #22)

Police Fee Waiver Test Program – The Council will vote on a resolution directing the City Manager to run an 8-week test program (October 31-December 31, 2003) that would allow Hartford business districts to hire private-duty Hartford Police with a 50% waiver of the regular overtime fees. (Item #36)

SAND Teen Action Center – The Council will vote on a resolution directing the City Manager to allocate $25,000 from the contractual recreation account and enter into a contractual agreement with SAND Corporation to provide services through the Teen Action Center. Due to major state funding cuts, financial assistance from the city is necessary to continue the program. (Item #34)

Old State House – The Council will vote on a resolution directing the City Manager to execute a renegotiated lease that would release the Old State House Association, Inc. from its contractual obligation to maintain and operate the information center at the Old State House. This resolution would allow the Connecticut Historical Society (CHS) to move forward with its reorganization plan to keep the Old State House open to the public. (Item #8)
