Monday, October 23, 2000

Prepared by: Citizens’ Research Education Network, Hartford Public Library, and Hartford 2000

There were 26 items on the regular agenda. The next Council meeting will be Monday, November 13. The next public hearing will be Monday, November 20. All of the Council members were present.

Cutter Site Sale – The Council referred to two committees a resolution that would require the expedition of the sale of properties known as the Cutter site. The Council had approved the negotiations for the properties (several parcels bounded by Pearl, Trumbull, and Lewis Streets) in February of 1998 and given final approval of the sale in September of 2000. If passed, the resolution would require that the sale be expedited and that a closing be held within 120 days of passage or else all previous approvals would be rescinded. (The original resolution had a limit of 45 days.) The committees which will review the resolution are Operations, Management, Budget, Education, and Labor (OMBEL) and Planning, Economic Development, and Zoning (PEDZ).

CDBG Funds to Urban League – The Council referred to the Operations Management Budget Education and Labor Committee a resolution to allocate $150,000 Community Development Block Grant Funds to the Urban League to renovate a new facility the Urban League is purchasing. According to the resolution, the Urban League is purchasing a building at 140 Woodland Street to serve as its new headquarters. The funds from the city will be reprogrammed from 24th and 25th Year CDBG Future Community Development Project Pool and the 25th year CDBG Hartford Revitalization Fund.

CDBG Funds for Webster Street Properties Improvement – The Council also referred to the Operations, Management, Budget, Education, and Labor Committee a resolution to allocate $75,000 to Stephanie Properties, LLC to rehabilitate properties on Webster Street. Stephanie Properties is proposing to rehabilitate the properties for retail use and redesign the area in front of the buildings to provide semi-public outdoor space. The funds would come from the 25th and 26th Year Community Development Block Grant Hartford Revitalization Fund.

Science Kits -- The Council passed a resolution to identify $15,000 for Hartford Public Schools to help refurbish science kits and supporting the citywide science fair.
