There
were 95 items on the regular agenda: one was added during the meeting.
The Council was preceded by a public hearing. The Council meeting was held on Tuesday
rather than Monday because of the Columbus Day Holiday. The next Council meeting will be October 28. The next public hearing will be October 21 at 8:00 P.M. in
Council chambers.
Rodent Control Plan– The Council referred to public hearing
November 18, to the Health and Human Service Committee, and to the Planning
Economic Development and Zoning Committee an ordinance which would require that
all new development – which includes new buildings and new additions to
existing buildings – have a Rodent Control Plan to eliminate rodents on the
entire property. The plan would include
a contract with a licensed exterminator. The plan would require approval by the Rodent Control Division and building
permits will not be issued until the “planning and baiting effort” is complete
and approved.
Hartford Children Trust Fund– The Council passed on consent a resolution
which would create the Hartford Children Trust Fund. If established, the income from the fund would be used for
implementing children and youth programs. The principal of the fund would consist of several sources including:
proceeds from specific fund raising events, gifts or contributions made to the
city to create the fund, and contributions from the general fund resulting from
savings with the Human Services Department 2001-2002 operating budget.
City Plan Implementation Strategy-- The Council referred to the Planning
Economic Development and Zoning Committee a resolution to adopt the City Plan
Implementation Strategy. The Strategy
is the product of the City Plan Implementation Taskforce, which has been
working with the creators of various plans to prioritize elements within the
plans, and assign timelines and responsibilities for implementation.
Public Health Preparedness for Bioterrorism– The Council passed a resolution which
authorizing City Manager Lee Erdmann to accept $32,769 for the Hartford Health
Department to develop the infrastructure needed to prepare for a bioterrorism
event. The funds will be provided by
the Centers for Disease Control and the Connecticut Department of Public
Health.
