Council meeting will begin at 7 P.M. in Council Chambers and will be preceded
by an open-agenda public hearing that will begin at 6:30 P.M.

Items on the agenda include:
Hastings Hotel Settlement of Worker
Adjustment -- The Council will vote on a resolution
authorizing Corporation Counsel to settle a lawsuit between the City
of Hartford and the Hastings Hotel. On December 30,
2003, Mayor Eddie Perez wrote to the Council, the Hotel closed
its doors and laid off its employees without giving the Mayor and the
employees advance notice as required by law. The City filed suit
against the Hotel seeking back pay and benefits for the laid off employees
as well as other damages and penalties. As a result of mediation,
a settlement has been reached in which the employees will receive $285,000
representing approximately 65% of the wages owed and the City will receive
$10,000. (Item #1)
Healthy Start: The Council will
vote on a resolution to execute contracts with the Hispanic Health Council
and Nia Solutions for Healthy Start to address infant mortality rates. (Item
#2)
Laidlaw Living Wage: The Council will vote on a resolution to set
aside $250,000 to provide a living wage to Laidlaw school bus drivers, as a
one-time measure. (Item #4)
Emergency Homeless No-Freeze shelter: The
Council will vote on a resolution to modify its contract with the Salvation
Army Shelter to provide up to $100,000 to pay for the implementation of a No
Freeze Policy.(Item #5)
Police Details at Problem Establishments – The
Council will vote on a proposed ordinance giving the Chief of Police the authority
to deploy police details at problem establishments. The ordinance was
proposed because the existing ordinance does not give the police sufficient
tools or enforcement powers to address illegal activities and other problems
arising from downtown entertainment venues, which have been on the increase
in recent years. (Item #45)
Park River Recreational Trail: The Council will vote on a resolution
to build a recreational trail along the south branch of the Park River, accept
ownership of the new recreational trail, and authorize an agreement with the
Eastern Connecticut Resource Conservation and Development Area Inc for future
maintenance of the trail (Item #24).
Hartford Residency Review -- The
Council will vote on a resolution calling for the implementation of a second
annual review and survey of the policies and practices of Hartford governmental
and non-profit organizations to see if measures have been taken to move closer
to employing Hartford residents at a minimum of 50% of each entity’s
workforce. A similar study last year indicated that Hartford residents
made up less than 30% of the workforce of these entities. (Item #52)
