Hartford City Council Meeting

There were 39 items on the original agenda.  Seven (7) additional items were submitted during the meeting.  The next regular Council meeting will be held on Monday, October 22, 2007 at 7 P.M. in the Council Chambers in Hartford City Hall.

Kellogg Pediatric Outreach Project – The Council referred, to its Health & Human Services Committee, a resolution authorizing the City to apply for and accept $100,000 from the State of Connecticut’s Children’s Trust Fund, which received funds from the Kellogg Foundation for care coordination and outreach services for hard-to-reach children.  The funds would be used to help children eight years old and their families/caregivers have access to health care and support services in North-end neighborhoods.  The program will be implemented by the Hispanic Health Council.  (Item #7)

Joint Meeting - The Council received a communication from its Education Committee recommending that a joint meeting of the Court of Common Council and the Board of Education be held.  This recommendation resulted from a meeting the Education Committee had with Superintendent of Schools Dr. Steven Adamowski.  The items for discussion at the joint meeting include school adequacy, equity and accountability, the “All Choice” Reform Plan, racial and economic isolation remedies, student performance and accountability, and support of disconnected and disengaged youth who are at high risk of dropping out of school.  (Item #10)

Allocation of CDBG Funds – The Council passed a resolution allocating $125,000 in Community Development Block Grant funds to Catholic Charities for pre-development costs associated with construction of a new facility at 45 Wadsworth Street for the Institute for the Hispanic Family.  The City has previously provided $355,000 in CDBG funds for the acquisition of the property and waived $129,587 in demolition liens.  The Council’s Planning & Economic Development Committee discussed the allocation but did not make a recommendation due to a lack of a quorum at their meeting.  (Item #11)

Public Art Ordinance – The Council postponed action on a proposed ordinance that, if approved, will result in the formation of a Public Art Advisory Committee to guide and implement a Greater Hartford Arts Council administered program, the funding for which will be no less than $50,000 per year.  A master plan will also be fashioned by the Greater Hartford Arts Council and approved by City Council.  A public hearing on the ordinance was held on September 17, 2007.  The Council’s Public Works, Parks, and Environment Committee recommends approval.  (Item #17 and 28)

Parkville Urban Design Transportation Improvements – The Council approved an ordinance appropriating $4,040,480 in the Capital Improvement Fund to finance bicycle, pedestrian and streetscape improvements along Park Street from Prospect Avenue to Sisson Avenue.  The improvements will include construction of unit pavers on sidewalks, establishment of a dedicated bicycle lane, installation of drainage improvements and installation of granite curing, decorative lighting, landscaping and pavement markings.  The project will be funded with $1,140,480 from the Federal Surface Transportation Program and $2,900,000 in City bond sales.  The Council’s Quality of Life and Public Safety Committee recommends approval.  (Items #25 and 27)

Higher Education Task Force – The Council referred, to its Education Committee, a resolution establishing a task force to study the number of Hartford residents applying, gaining admission, matriculating, and finishing degrees (both undergraduate and graduate) in all institutions of higher education located in Hartford.  (Item #37)

Hartford Commission to End Homelessness Implementation Plan – The Council adopted a resolution endorsing the implementation plan developed by the Hartford Commission to End Homelessness to end chronic homelessness within 10 years.  The resolution also authorizes the Mayor to enter into a Memorandum of Understanding with the Capitol Region Council of Governments to create an entity named “Journey Home” to initiate the implementation plan.  The resolution further allocates $150,000 in City funding to CRCOG in the current fiscal year.  The Council’s Health & Human Services Committee recommended approval. (Item #40)

Residential Parking Zones – An ordinance was submitted, but then withdrawn, establishing a residential parking zone program to address the problem of non-resident on-street parking in residential neighborhoods.  (Item #44)

Valet Parking – The Council referred, to its Public Works, Parks, and Environment Committee, an ordinance regulating valet parking operations.  The ordinance, if passed, would limit valet parking to the hours from 6 PM to 2 AM, require permits for valet parking, require off-street locations for the cars that are valet-parked, and imppose certain insurance and indemnification requirements.  A public hearing on this ordinance will be held on Monday, November 19, 2007.  (Item #46)
