The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers. The next Council meeting will be Tuesday, October 11, 2011 at 7 PM (change in date due to the Columbus Day holiday).

There are 13 items on the agenda. Below is detailed information about items of special interest to neighborhoods. Following those details is a listing of all agenda items, in layperson’s language. ITEMS OF SPECIAL INTEREST

New Agenda Items:

The following items appear for the first time on the Council's Agenda.

Scrap Metal Recycling – The Council will consider a resolution that authorizes the Administration to enter into a contract with Albert Brothers, Inc. for the collection and recycling of scrap metal. The Department of Public Works collects scrap metal through curbside recycling collection at residences, from municipal facilities, and from the transfer station on Leibert Road where matieral is dropped off by small businesses and residents. Albert Brothers will collect and recycle all material at no cost to the City and will also provide a payment to the City of approximately $16,000 based on the amount of scrap metal collected. Previously Submitted Items:

The following item was previously on the Council Agenda and was included in the Council Preview/Review. Action was postponed by the Council. It is now on the agenda again for action.

CDBG Task Force – The Council will consider a resolution that would establish a “CDBG Task Force” for the purpose of studying best practices of allocating Community Development Block Grant (CDBG) funds and making recommendations regarding the City’s allocation process for CDBG funds. CDBG funds are granted to municipalities by the U.S. Department of Housing & Urban Development and communities have discretion in how they allocate their funds. As funding continues to decrease, competition for funding has increased and it is important that Hartford’s allocation process be up-to-date, fair, and streamlined. The Task Force shall submit its recommendations within 120 days. (Cotto) (Item #7)

  1. Local Prevention Council Grant. Approval to apply for and accept $7,130 from the CT Department of Mental Health & Addiction Services for drug and alcohol abuse prevention strategies, such as information dissemination and education, with a focus on youth. (Segarra)
  2. Workers Compensation Claim. Request for the Council to enter Executive Session to discuss the settlement of a workers compensation claim by Floyd Wiley. (Segarra)
  3. Scrap Metal Contract. Approval to enter into a contract with Albert Brothers, Inc. for collection and recycling of scrap metal collected by the City. (Segarra)
  4. Grandparents Appointment. Confirmation of appointment of Rita Martinez to the Commission on Grandparents Raising Grandchildren. (Segarra)
  5. Civilian Police Review Board Appointment. Confirmation of appointment of Jennifer Stephens and Ricardo Torres to the Civilian Police Review Board. (Segarra)
  6. Food Policy Appointment. Confirmation of appointment of Ron Pitz to the Commission on Food Policy. (Segarra)
  7. CDBG Task Force. Establishment of a task force to study best practices in the allocation of CDBG funds and make recommendations to the Administration. (Cotto)
  8. Parks Trust Fund. Ordinance defining the types of costs which are eligible for payment through the Parks Trust Fund as part of capital projects. (Segarra)
  9. Three Generation Nev-a-en. Allocation of $500 for a program of education and training for low income individuals. (Winch)
  10. Middle School Sports League. Allocation of $1,000 for purchase of uniforms and equipment. (Boucher, Kennedy)
  11. Mike Peters Little League. Allocation of $3,000 for the Mike Peters Little League program. (Boucher, Kennedy)
  12. Hartford BID. Appointment of John V. Bazzano to the Hartford Business Improvement District’s Board of Commissioners. (Boucher, Aponte, Kennedy, Painter, Torres, Winch)
  13. CT Puerto Rican Forum. Allocation of $30,000 for employment and training services. (Torres, Aponte)
