There were 31 items on the original agenda.  One additional item was submitted during the meeting.  The next regular Council meeting will be held on Monday, October 8, 2007 at 7 P.M. in the Council Chambers in Hartford City Hall.  The next public hearing will be Monday, October 15, 2007 at 7 PM.

Quality of Life Annual Report – The Council received the Quality of Life Annual Report for the Fiscal Year July 1, 2006 to June 30, 2007.  The report includes information on 311 calls and actions taken as a result of the calls (such as rodent inspections, building inspections, zoning ordinance violations, and others), as well as crime data from the Police Department.  (The report may be viewed in the Town Clerk’s office.)  (Item #2)

Division of Early Childhood – The Council passed a resolution that consolidates the City’s Day Care Program, currently part of the Health & Human Services Department, and the Mayor’s Office for Young Children into a newly created Division of Early Childhood.  The Council’s Health and Human Services Committee submitted a report on its consideration of this item, indicating that the Committee voted one yea and one nay and therefore did not make a recommendation.  Action on this item was previously postponed by the Council on July 9th and September 10th.  (Item #8)

Convenience Stores – The Council approved an amendment to the recently adopted ordinance regulating extended hours convenience stores.  The amendment modifies the definition of “extended hours” to be 11:30 PM to 5 AM (instead of the previous definition of 10 PM to 5 AM).  A public hearing on the amendment was held on August 20, 2007.  (Item #9)

Noise Ordinance – The Council adopted a resolution calling on the Quality of Life and Public Safety Committee to develop updates to Hartford’s noise ordinance and an enforcement plan within 45 days with the goals of strengthening the ordinance and better enabling the Hartford Police Department to effectively respond to noise complaints.  The resolution also directs the Police and all City agencies to prioritize the enforcement of noise ordinance violations. Fair Rental Housing Protection – The Council referred, to its Housing Committee, a resolution calling on the Housing Committee to convene a meeting within 45 days to develop recommendations for strengthening City policies and capacity to assure that there are adequate fair rental housing protections in place and that there not be any displacement caused by rental conversion.  The meeting is to include Human Relations’ Fair Housing staff, Development Services’ Fair Rent staff, and other applicable representatives and fair housing advocates.  (Item #31)
