There were 71 items on the
regular agenda. The next Council meeting will be October 14,
2002. The Next public hearing will be
October 7, 2002 at City Hall in Council Chambers.
Noise Ordinance – The Council passed on consent an ordinance which
prohibits persons from making unreasonable or excessive noises in the
city. Among other things, the ordinance
restricts the noise permissible from motor vehicles to what can be heard from
100 feet from the vehicle by a person of normal hearing. The ordinance also restricts the level of
noise a person can make on their property according to their zone, for example,
someone in a residential zone cannot emit noise over 55 DBA in the residential
zone during the day and not over 45DBA at night.
Boys and Girls Club – The Council passed a resolution allocating
$300,000 from Community Development Block Grant funds, Program Year 27 Hartford
Revitalization Fund, to the Asylum Hill Boys and Girls Club for demolition and
asbestos abatement of the building at 170 Sigourney St. The property has been identified as the
future site of a Boys and Girls Club. If the Boys and Girls Club Development Association cannot raise the
funds needed to build a new facility on the site they have agreed to return the
$300,000 to the city.
Festival of Lights – The Council voted to allocate $20,000 to the
annual Festival of Lights. According to
the resolution the Festival, which begins November 29 and runs through the 2002
Holiday Season, will feature 122 illuminated trees and 80 banners.
Homeowner Task Force – The Council passed on consent a resolution which
allocates $20,000 for a consultant to assist the Mayor’s Homeowners Task
Force. The Task Force has recommended
that homeownership resources be targeted to certain areas in the city in order
to build self-sustaining critical mass for owner-occupied housing. The consultant will assist with the process
of selecting the targeted areas.
Justice Enforcement
Block Grants - The Council passed a
resolution authorizing the acceptance of United States Department of Justice
Enforcement Block Grant Funds. This
year’s funding is $307,078 - $99,424 less than last year’s allocation. The funds are used to support the block
watch organizing program in 13 neighborhoods. City Manager Lee Erdmann is recommending that the city fund the program
for six more months and during that time work with the police department to
find alternative funds to support the program.
