Hartford City Council Meeting

There were 54 items on the agenda: seven more were added during the meeting. The next Council meeting will be Tuesday, October 14, at 8 P.M. It will be preceded by a public hearing that will begin at 7:30 P.M. (The Council meeting will be held on Tuesday rather than Monday because of the Columbus Day Holiday.)

Funding for Hartford Construction Jobs Initiative – The Council passed a resolution requesting the City Manager to allocate $25,000 to cover the H artford Construction Jobs Initiative ( HCJI) operational expenses for fiscal year 2003-04. These funds are exclusively for operational costs related to the placement of Hartford residents into construction jobs. The HCJI is administered by the Capital Region Workforce Development Board. Its goal is to train and place 750 Hartford residents into construction related careers over the next three years.

Healthy Start Program – The Council passed a resolution authorizing City Manager Lee Erdmann and the Department of Health and Human Services (HHS) to accept $260,875 from the Connecticut Department of Social Services for expanded regional services under the Healthy Start Program. The resolution authorizes the City Manager and HHS to subcontract with the Hispanic Health Council for $176,985 and Bristol Community Organization for $38,639 to provide pre-natal and post-natal services, and to use the remaining $45,251 to hire one full-time employee to assist in the implementation of the Healthy Start Program.

Modular Classrooms for Burr and Parkville Schools – The Council passed a resolution authorizing the city's purchasing agent to enter into a lease agreement with Resun Leasing, Inc., for the lease of twelve relocatable modular classrooms for Parkville School for up to 60 months, and seven relocatable modular classrooms for Burr School for up to 36 months. The cost of the classrooms will be $364,260 and $220,032 respectively. The classrooms prior leases have expired. The lease rates have been reduced from their initial levels by 14% for the Burr School and roughly 20% for the Parkville School.

Substance Abuse Initiative - The Council passed a resolution asking the City Manager to direct the Department of Health and Human Services to, within 90 days, complete a programmatic and financial feasibility study to develop an office of substance abuse prevention in the City of Hartford. It is anticipated the office could effectively organize substance abuse prevention campaigns and advocate for increased accessibility to substance abuse treatment programs for Hartford residents.
