There were 59 items on the agenda: two additional items
were walked in during the meeting. The next Council meeting will
be Monday, September 26, 2005 and will begin at 7 P.M. in Council Chambers.
Council business and actions included:
South Branch Recreational Trail – The
Council referred to the Public Works, Parks, and Environment Committee a resolution
in support of building a 1.8 mile greenway and multi-use recreational trail
along the South Branch of the Park River. The resolution also specifies
an agreement with Eastern Connecticut Resource Conservation and Development
Area, Inc., (RC&D) that commits the City to providing future maintenance
of the recreational trail. The trail design and operational parameters
are being designed by RC&D and the Natural Resources Conservation Service
with participation from the City, the Knox Parks Foundation, Hartford Areas
Rally Together (HART), the Hartford Housing Authority, and the Capital Region
Council of Governments (CRCOG).
Hartford Proud and Beautiful – The
Council passed a resolution requesting the allocation of $150,000 from the
City of Hartford’s general funds to be paid to Hartford Proud and Beautiful
to finance the Litter Clean-Up Program. The Program cleans litter and
debris from sidewalks and street curbs in an expanded area of downtown and
the entire length of Albany Avenue.
Hartford Police Incident – The Council
amended and passed a resolution by Councilman Kenneth H. Kennedy (D) regarding
a police investigation. According to the resolution the Firearms Discharge
Board of Inquiry issued a report on February 22, 2005 regarding a police shooting
that occurred in March 2003. The Discharge Board also requested evidence
in the incident which has not been made available by the police department. Also
according to the resolution, the report of the incident has not been reviewed
by the Chief of the Hartford Police Department. As amended and passed,
the resolution requires an investigation of the matter with a report due back
to Council within 30 days.
In the public hearing prior to the Council meeting several residents addressed
the council about the incident. They argued that the police officers
in question had acted inappropriately and felt that the incident has not been
resolved justly.
Police Procedures – The Council passed
a resolution requesting the revised procedures of the Hartford Police Department policies
and procedures. The policies have been revised in the last two years
by a consultant at an expected cost to be $45,000.
Among other actions, the Council:
Voted down a resolution that would have initiated restrictions on additional
neighborhood convenience stores;
Referred to the Finance and Revenue Committee several ordinances appropriating
and authorizing funds for Breakthrough Academy Magnet School, Greater Hartford
Classical Magnet School, Hartford Public High School, and Pathways to Technology
Magnet School;
Requested to enter into a contact with the state to take part in the Child
and Adult Care Food Program;
Referred to the Health and Human Services Committee a request to apply for
Hartford Healthy Start: Eliminating Disparities Grant;
Withdrew a report and resolution passing along increased trash collection costs
to property owners at a rate of $50 per property owner;
Referred to the Quality of Life and Public Safety Committee an ordinance requiring
parking attendants at downtown establishments to remain on duty for one half-hour
after the closing time of their establishments.
