There are 59 items on the agenda. The Council meeting
will begin at 7 P.M. in Council Chambers and will be preceded by an open-agenda
public hearing that will begin at 6:30 P.M. The next council meeting
is scheduled for Monday, September 26, 2005.
Items on the agenda include:
Riverwalk North Project – The
Council will vote on a proposed ordinance concerning a supplemental appropriation
of $1,161,890 in the Capital Improvement Fund for construction, inspection,
and maintenance of the Riverwalk North Project. The Project provides
for the construction of an 1,100 foot paved, lighted river walk along the Connecticut
River from the Bulkeley Bridge to Riverside Park with several scenic rest areas
and related improvements to the park. The supplemental appropriation
will be 100% funded by Riverfront Recapture, Inc. (Items #16 & 25)
South Branch Recreational Trail – The
Council will vote on a resolution in support of building a 1.8 mile greenway
and multi-use recreational trail along the South Branch of the Park River. The
resolution also specifies an agreement with Eastern Connecticut Resource Conservation
and Development Area, Inc., (RC&D) that commits the City to providing future
maintenance of the recreational trail. The trail design and operational
parameters are being designed by RC&D and the Natural Resources Conservation
Service with participation from the City, the Knox Parks Foundation, Hartford
Areas Rally Together (HART), the Hartford Housing Authority, and the Capital
Region Council of Governments (CRCOG). (Item #3)
Hartford Proud and Beautiful – The
Council will vote on a resolution requesting the allocation of $150,000 from
the City of Hartford’s general funds to be paid to Hartford Proud and
Beautiful to finance the Litter Clean-Up Program. The Program cleans
litter and debris from sidewalks and street curbs in an expanded area of downtown
and the entire length of Albany Avenue. (Item #9)
The Council will also consider:
- Planning and Economic Development Commission report regarding
restrictions to additional neighborhood convenience stores (Item #13)
- Numerous items regarding the Police Department Civilian
Review Board, hiring procedures, and code of public safety (Items #12,
23 & 37)
- Resolutions by Councilperson Kenneth H. Kennedy Jr. (D)
regarding dispatch transcripts and other records concerning a shooting
and revisions of police procedures (Items #41 and 42)
- Ordinances appropriating and authorizing funds for Breakthrough
Academy Magnet School, Greater Hartford Classical Magnet School, Hartford
Public High School, and Pathways to Technology Magnet School (Items #27,
28, 29, and 30)
- Requests to enter into a contact with the state to take
part in the Child and Adult Care Food Program (Item #7)
- Request to apply for Hartford Healthy Start: Eliminating
Disparities Grant (Item #8)
- A report and resolution passing along increased trash
collection costs to property owners at a rate of $50 per property owner
(Item #19)
- Ordinance incorporating the Economic Development Commission
into City government as part of the City’s master plan put into
effect July 1, 2005 (Item #24)
- Ordinance requiring parking attendants at downtown establishments
to remain on duty for one half-hour after the closing time of their establishments
(Item #34)
