There are 89 items on the regular agenda. The Council meeting will begin at 8 P. M. at
Hartford City Hall in Council Chambers and will be televised live on Hartford
Public Access, Channel 21.
Charter Revision – The Town Clerk is advising the
Council that he has received and certified the necessary number of signatures
on petitions requesting a referendum on the election of council members by
district and the creation of districts Council districts. The Council voted on June 29 to send all of
the recommendations of the Charter Revision to public referendum – except for
the recommendations of election of council members by district. (Item #19)
Pay Phones as Public Nuisances – The Council will
send to public hearing an ordinance defining when a pay telephone is a public
nuisance. Under the ordinance, a pay
telephone would be a nuisance when it contributes to drug trafficking,
loitering, or disturbing the peace. Also under the ordinance, any pay telephone that is located on
unimproved property would be prohibited. (Item #57)
CRCOG Transit Study – The Council will receive a
report from the Planning, Economic Development, and Zoning Committee on transit
studies for the Capital Region. According to the report, the Capital Region
Council of Governments (CRCOG) will be overseeing several
transportation-related studies. Study
topics include regional transit needs (completion date, February 2001), a
downtown circulation system (completion date, Summer 2001), a reassessment of
use of the Griffin Corridor now that there is active freight use of the rail
line (completion date, July 2002), and a busway between New Britain and
Hartford (completion date, early 2001). (Item #23)
City of Hartford as
an Electrical Aggregator -- On the
recommendation of Council member Horton Sheff, the Council will vote on a
resolution establishing a task force to explore options for dealing with the
recent restructuring of electrical utilities. Because of the restructuring it would be possible for the city of
Hartford to become an aggregator and negotiate electricity purchases for the city
residents. In addition, the resolution
calls for an education campaign so that residents could make informed energy
decisions. (Item #86)
