Hartford City Council Meeting

The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers.  The meeting will be preceded, at 6:30 PM, by an open agenda public hearing.  The next public hearing will be Monday, September 17, 2007 at 7 PM.

Previously Submitted Items:  The following items were previously on the Council Agenda and were included in the Council Preview/Review.  They were referred to committees and/or public hearing or action was postponed by the Council.  They are now on the agenda again for action.

Division of Early Childhood – The Council’s Health and Human Services Committee submitted its report on a resolution from the Mayor proposing that the City’s Day Care Program, currently part of the Health & Human Services Department, and the Mayor’s Office for Young children be consolidated into a newly created Division of Early Childhood.  The Committee voted one yea and one nay and therefore submits the resolution to the full Council without a recommendation.  (Item #9)

New Agenda Items

Hartford Commission to End Homelessness Implementation Plan – The Council will vote on a resolution endorsing the implementation plan developed by the Hartford Commission to End Homelessness to end chronic homelessness within 10 years.  The resolution also authorizes the Mayor to enter into a Memorandum of Understanding with the Capitol Region Council of Governments to create an entity named “Journey Home” to initiate the implementation plan and to provide $150,000 to CRCOG in City funding in the current fiscal year and in the next two fiscal years, for a total of $450,000.  (Item #6)

Mayor’s Healthy Communities Initiative – The Council will take action on a resolution allocating $50,000 to the Hispanic Health Council for the continued operation of the Mayor’s Healthy Communities  Initiative, a system of providing access to health care for uninsured Hartford residents.  An additional $175,000 is expected from the State of Connecticut.  The Health and Human Services Committee recommends approval of the resolution.  (Item #11)

Public Art Ordinance – The Council will vote on a proposed ordinance that, if approved, will result in the formation of a Public Art Advisory Committee to guide and implement a Greater Hartford Arts Council administered program, the funding for which will be no less than $50,000 per year.  A master plan will also be fashioned by the Greater Hartford Arts Council and approved by City Council.  (Item #18)

Property Tax Reform Task Force – The Council will vote on a resolution authorizing the formation of the Property Tax Reform Task Force and ratifying the appointments made by the Mayor (names to be sent to the Council at its Monday meeting.)  At its August 13, 2007, meeting, the Council approved a resolution establishing the Task Force.  The Task Force must submit its recommendations to the Mayor and Council by December 15, 2007.  The City will then submit a property tax reform proposal to the State Legislature for its 2008 session.  The task force will consist of eleven members and will be composed of three small business owners, one representative of the six largest taxpayers, two homeowners, one tenant, one member of the General Assembly, one economist, one real estate professional, and one resident member of Hartford 2000.  (Item #19)
