There were 118 items on
the regular agenda. The Council meeting was preceded by an open
public hearing which began at 7:30 P.M. The next Council meeting will be September 9, 2002. The next public hearing will be, Monday,
August 19.
Batterson Park Property – The Council referred to the Public Works and
Parks Committee and to Public hearing on August 19, a resolution which would
allow the City to enter into negotiations with the town of Farmington to
discuss the sale of Burnt Hill, a portion of the Batterson Park
properties. The Burnt Hill section of
Batterson Park is not connected to the other sections. The Batterson Park Task Force recommended in
March 2000 that the property be sold because it is not part of the watershed
drainage of Batterson Park pond. According to the resolution, Farmington wants to use the parcel as green
space. (Batterson Park is located in
Farmington, but is owned by the City of Hartford.)
Sarah J. Rawson School -- The Council
passed on consent a resolution which allows City Manager Albert Ilg to “develop
a process by which a grant may be made available to the State Board of
Trustees” in order to keep the Sarah J. Rawson School open for the 2002-2003
school year. According to the
resolution, unless an additional $1,400,000 can be raised the school will be
closed.
Community Court -- On the
recommendation of Councilperson Calixto Torres, the Council passed a resolution
which recommends that there be a separate and distinct session and docket for
the Community Court. The Judicial
Department has discussed the possibility of merging the Community Court with
the courts of several suburban towns. The Community Court handles “quality of life” crimes in Hartford.
Hartford Children Trust Fund – The Council
referred to the Operations, Budget, and Management Committee and to Public
hearing August 19, a resolution which would create the Hartford Children Trust
Fund. If established, the income from
the fund would be used for implementing children and youth programs. The principal of the fund would consist of
several sources including: proceeds from specific fund raising events, gifts or
contributions made to the city to create the fund, and contributions from the
general fund resulting from savings with the Human Services Department
2001-2002 operating budget.
