The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers. The meeting will be preceded, at 6:00 PM, by an open agenda public hearing. The next public hearing will be Monday, August 16, 2010 at 7 PM. The next Council meeting will be Monday, August 23, 2010 at 7 PM.

There are 55 items on the agenda. Below is detailed information about items of special interest to neighborhoods. Following those details is a listing of all agenda items, in layperson's language. ITEMS OF SPECIAL INTEREST

New Agenda Items: The following items appear for the first time on the Council's Agenda.

Limits on Intelligence Collection and Profiling – The Council will consider an ordinance that would limit the Police Department's domestic surveillance and immigration enforcement activities. The proposed ordinance would 1) limit surveillance and intelligence collection to activities related to criminal behavior, 2) limit dissemination of criminal or intelligence information to other law enforcement agencies and not to military or private sector entities, 3) prohibit profiling on the basis of religion, race, or national origin, 4) prohibit searches except for probable cause, 5) prohibit demands for identification, except where criminal activity is suspected, 6) establish measures to prevent profiling, 7) prohibit infiltration of groups or organizations pursuing First Amendment protected activity, 8) prohibit undercover investigation of religious or political organizations, and 9) establish limits on Police cooperation with Federal or Military officials. Adopt-A-Median – The Council will consider a resolution that requests the Department of Public Works to establish an Adopt-A-Median program through which individuals, community groups and businesses would take responsibility for the upkeep of medians and traffic islands throughout the city. The resolution further authorizes the City to charge such groups up to $50 for a sign that gives credit to the adopter. (Cotto) (Item #51)

Event Permits – The Council will consider a resolution concerning the West Indian Social Club's West Indian Celebration Week which includes events held on Tuesday, August 10th and Friday and Saturday, August 13th and 14th. The owners of the club have requested an extension of the loud speaker permit until midnight on Tuesday and 1AM on Friday and Saturday and are requesting a patio permit which will allow them to serve alcohol and food outdoors during the event. Previously Submitted Items: The following items were previously on the Council Agenda and were included in the Council Preview/Review. They were referred to committees and/or public hearing or action was postponed by the Council. They are now on the agenda again for action.

Land Acquisition – The Council will take action on a resolution authorizing the Hartford Redevelopment Agency (HRA) to purchase two parcels of land at 1161 Main Street and 40 Chapel Street for $625,000. Once the HRA owns the property, the building on it (the former H.B. Davis Building) will be demolished. A public hearing on this matter was held on July 19, 2010 and the Planning & Economic Development Committee discussed the transaction at its meeting of August 4, 2010. (Segarra) (Item #16)

Cemeteries – The Council will vote on a resolution concerning major repairs and updates to City-owned cemeteries, including Old South Cemetery, Old North Cemetery and Soldiers' Field. The resolution requests that the Mayor give high priority to appropriating the funds budgeted for repairs in the Capital Improvement Program and asks that a priority schedule for these improvements be included in the CIP Sequencing and Implementation Plan which is due to be submitted to the Council's Operations, Management & Budget Committee in early August. The Public Works, Parks & Environment Committee recommends approval of the resolution. (Boucher) (Item #23)

Parks & Recreation – The Council will consider two proposed ordinances which, together, would change the way the City's parks and recreation functions are organized. The first ordinance would remove the Parks Maintenance Division from the Department of Public Works and would remove the Division of Recreation and Youth Services from the Department of Health and Human Services. The second ordinance would create a separate Department of Parks and Recreation which would consist of three divisions: Administration, Parks, and Recreation & Youth Services. The changes would be effective 90 days after passage of the ordinances. A public hearing on this matter was held on June 21, 2010. (Cotto) (Items #24 and 25)

Campaign Contributions – The Council will consider a proposed ordinance that would prohibit campaign contributions by City contractors to candidates running for Mayor, Council, Board of Education, Treasurer, and Registrar of Voters. City contractors include individuals, business entities, and nonprofit organizations that have agreements or contracts with the City of Hartford, Hartford Parking Authority, Hartford Housing Authority, or the Board of Education, as well as those who have submitted bids or proposals for the purpose of obtaining an agreement or contract. Contributions would be prohibited to candidates, exploratory committees, and political and party committees. A public hearing was held on this item on July 19, 2010. (Cotto) (Item #27)

6. Drug Prevention Grant. Authorization to apply for and accept $7,130 from the CT Department of Mental Health & Addiction Services to be used by the City's Office of Youth Services to implement substance abuse prevention strategies. (Segarra)
7. Back-up Power Grant. Authorization to accept $259,331 from the CT Department of Emergency Management & Homeland Security to be used to purchase and install a generator at Pope Park Recreation Center for the purpose of providing emergency power when the Center is being used as a shelter for Hartford residents during an emergency. 8. Per Capita Health Grant. Authorization to accept $146,393 from the CT Department of Public Health's Per Capita Grant Program to provide health services through the City's Department of Health & Human Services. (Segarra)
9. Health Block Grant. Authorization to accept $32,000 from the CT Department of Public Health to be used by the Hartford Cancer Task Force for strategies to reduce the rate of cancer among Hartford residents. (Segarra)
10. Lease Extension. Approval of a five-year extension of a lease with Marshall Realty Corporation for 1002-1008 Wethersfield Avenue at a rate of $836 per month (increased from $684 per month). (Segarra)
11. Property Acquisition. Authorization for the City to accept ownership of properties at 126-128 and 130-132 New Park Avenue, 8-10 Francis Court, and 161 Francis Avenue from the owner, Vincent Guiliano, through quit-claim deeds. (Segarra)
12. Appointment. Letter from the Mayor advising the Council of the appointment of Jose Colon-Rivas as Chief of Staff. (Segarra)
