There are 64 items on the agenda. The Council meeting will begin at 7 P.M.
in Council Chambers and will be preceded by an open-agenda public hearing that
will begin at 6:30 P.M. The next Council meeting will be Monday, September
12 th.
Parkville Neighborhood Loan Guarantee: The
Council will vote on a resolution that would authorize the reprogramming and
use of $250,000 from the Community Development Block Grant (CDBG)-Economic
Development Loans to establish the Parkville Neighborhood Loan Guarantee Program
with the Community Economic Development Fund (CEDF). The City of Hartford and
People’s Bank established a similar program in 1997, but it expired in
2001. The CEDF has expressed its commitment to ensure its continuation. Under
the new program, loans between $5,000 and $150,000 would be made to neighborhood
businesses. The resolution was discussed by the Planning, Economic Development
and Zoning Committee which made no recommendation because it lacked a quorum.

Surveillance Cameras: On the recommendation of Council member
Kenneth H. Kennedy Jr. (D), the Council will vote on a resolution that would
direct city employees to research the possibility of installing surveillance
cameras throughout the city. The purpose of the cameras would be to deter criminal
activity. (Item #48)
Sound Judgment: The Council will vote on a resolution submitted
by Mayor Eddie Perez which express the city’s opposition to the construction
of floating liquid natural gas regasification and storage facility in the Long
Island Sound. According to the resolution, Broadwater Energy is proposing to
build the floating facility. The resolution argues that the facility would
pose a threat to the health and ecological safety of the Sound and would reduce
the area available to public access of the Sound. (Item #2)
Hartford Police Department Firearm Policy: The Council will
vote on a resolution which would direct the Mayor and the Hartford Police Department
to review its firearm guidelines in light of state laws and national standards.
The present firearm guidelines policy was written almost 17 years ago. The
Quality of Life and Public Safety Committee amended the resolution and is recommending
passage. (Item #34)
Hartford Human Development Fund: the Council
will vote on a resolution which would use money received from the Connecticut
Resource Recovery Agency (CRRA) to create Hartford Human Development Fund.
The CRRA gives money to the City of Hartford each year as compensation for
the recycling and landfill facilities that it manages in Hartford. This “host
Benefit” funding is expected to be over $5 million this year. The resolution
stipulates that at least 25% of the funds received from the CRRA should be
used for the support of the HHCDF. The Fund is intended to compensate for reductions
in funding from state and federal sources that would normally have gone to
Health and Human Services. The Management and Budget Committee and the Health
and Human Services Committee held a joint meeting to discuss the resolution.
Both committees are sending the resolution to Council without recommendation.
