There are 59 items on the regular agenda. The Council meeting will begin at 8 P. M. at
Hartford City Hall in Council Chambers and will be televised on Hartford Public
Access, Channel 21.
Bond Issues for
November -- The Council will vote on seven bond ordinances which, if
passed, will be placed on the November 7, 2000 ballot. The ordinances have all
been to public hearing. All seven are
being recommended for passage by the Operation, Management, Budget, Education,
and Labor Committee and would represent bond issuances totaling $158 million
dollars. The projects include:
- New Public Safety Complex ($40,000,000) would fund a new building and parking garage to house the Police and Fire
Department Administrations and the Fire Marshall’s office. (Item #26)
- Renovations for Fire stations and Fire
Training Academy ($6,200,000) would fund interior and exterior improvements
to several fire stations and the Fire Training Academy. (Item # 27)
- Central Library Phase II and Library
Branches ($21,500,000) would fund major renovations to the Central Library
($18,000,000) and renovations to the Albany Avenue and Goodwin Branches
($3,500,000). (Item #28)
- New Swimming Pools ($6,000,000) would
fund a new pool at Keney Park and renovations to the bath facilities at Pope,
Keney, and Colt Parks. (Item #30)
- Pool Enclosures ($6,000,000) would fund
pool enclosures for the pools at Goodwin, Keney, and Colt Parks. (Item #29)
- School Improvements ($75,000,000) would
fund renovations identified in the Hartford Public Schools Facilities
Study. (Item #31)
- Metzner Center
($3,500,000) would fund renovations and construction at the Metzner Center
for additional recreational and day care services. (Item #32)
Pay Raises for City Employees – On the recommendation
of Deputy Mayor Sanchez, the Council
will send a set of ordinances to public hearing on July 17 designed to give pay
increases to some non-union city employees. At its last meeting the Council approved pay raises for some of the
non-union employees and not for others. The Deputy Mayor is requesting that the positions which did not pass at
the last meeting be reconsidered. The
pay increases would be retroactive to July 1, 1997.
Blue Hills Zone Change -- The Council will vote on an
ordinance changing the zone classification of the west side of Blue Hills
Avenue between Manchester and Branford Streets from residential to retail. If passed, the change would allow CVS to
build a pharmacy on the parcel. At a
public hearing prior to the last Council meeting 2 residents spoke against the
zone change, 4 spoke in favor of it. The Planning, Economic Development, and Zoning Committee is recommending passage. (Item #25)
Parkville Zone Change -- The Council will vote on an
ordinance changing the zone classification West side of new Park Avenue between
Interstate 84 and Merrill Street from industrial to retail. The change would allow REI (Recreational
Equipment, Inc.) to build a sporting goods retail store on the site. (Item #23)
