There were 39 items on the original agenda. No additional items were submitted during the meeting. The next regular Council meeting will be held on Monday, July 12, 2010 at 7 P.M. in the Council Chambers in Hartford City Hall, preceded at 6:00 PM by a public comment period. The next public hearing will be Monday, July 19, 2010 at 7 PM. This Review consists of two sections: Items of Special Interest and Action on All Agenda Items. ITEMS OF SPECIAL INTEREST

Campaign Contributions – The Council referred, to its Legislative Affairs Committee, a proposed ordinance that would prohibit campaign contributions by City contractors to candidates running for Mayor, Council, Board of Education, Treasurer, and Registrar of Voters. City contractors include individuals, business entities, and nonprofit organizations that have agreements or contracts with the City of Hartford, Hartford Parking Authority, Hartford Housing Authority, or the Board of Education, as well as those who have submitted bids or proposals for the purpose of obtaining an agreement or contract. Contributions would be prohibited to candidates, exploratory committees, and political and party committees. A public hearing will be held on this item on Monday, July 19, 2010. (Cotto) (Item #16)

Parking Rates – The Council passed a resolution authorizing the Hartford Parking Authority to establish an incentive monthly parking rate schedule for the Morgan Street Garage. A market study showed that the current rate of $140 per month was too high and had contributed to a loss of business at the Garage. The new schedule lowers the rates and provides a price incentive to lease more spaces. For example, for a lease of 1 to 99 spaces, the rate will be $119 per month. For a lease of 500 or more spaces, the rate will be $99 per month. (Winch) (Item#18)

Cemeteries – The Council referred, to its Public Works, Parks & Environment Committee, a resolution concerning major repairs and updates to City-owned cemeteries, including Old South Cemetery, Old North Cemetery and Soldiers' Field. The resolution requests that the Mayor give high priority to appropriating the funds budgeted for repairs in the Capital Improvement Program and asks that he include a priority schedule for these improvements in the CIP Sequencing and Implementation Plan which is due to be submitted to the Council's Operations, Management & Budget Committee in early August. Albany Avenue Improvements – The Council approved a resolution requesting the Administration to apply for federal grant funds, through the TIGER (Transportation Investment Generating Economic Recovery) program, to carry out the Route 44/Albany Avenue Safety Improvement Project. This $40 million project will improve Albany Avenue between Brook Street and Westbourne Parkway. The resolution asks the Administration to develop partnerships with the Metropolitan District Commission, the Capital Region Council of Governments, and the CT Department of Transportation in seeking funding for the project.   5. Sale of Property. Authorization for the City to sell three adjacent vacant lots located at 427-435 and 439-443 Albany Avenue and 55-57 Brook Street to Community Health Services for $28,000 for construction of a parking lot. (Perez) Passed
  6. Sale of Property. Authorization for the City to sell a vacant lot at 559-561 Garden street to Habitat for Humanity for $7,500 for construction of a single-family home. (Perez) Passed
  7. Fee Waivers. Approval to forgive 100% of the special event fees owed by three parades (African American, West Indian, and Puerto Rican Day parades) and the Greater Hartford Festival of Jazz. (Cotto, Airey-Wilson) Postponed
  8. Board of Education Budget. Report by Education Committee on request to the Board of Education to provide the Council with adopted line-item budgets for the past two fiscal years and year-to-date figures for the current fiscal year. (Deutsch, Segarra) Postponed
  9. Repeal. Repeal of a City ordinance that prohibits using a skateboard on any public street or sidewalk in Hartford. (Cotto) Passed
  10. Appointment. Appointment of Althea Cordner to the Hartford Commission on Aging. (Perez) Withdrawn
  11. Appointment. Appointment of David Ceder to the Commission on Lesbian, Gay, Bisexual and Transgender Issues. (Perez) Withdrawn
