The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers. There are 39 items on the agenda. Below is detailed information about items of special interest to neighborhoods. Following those details is a listing of all agenda items, in layperson's language. ITEMS OF SPECIAL INTEREST

Campaign Contributions – The Council will consider a proposed ordinance that would prohibit campaign contributions by City contractors to candidates running for Mayor, Council, Board of Education, Treasurer, and Registrar of Voters. City contractors include individuals, business entities, and nonprofit organizations that have agreements or contracts with the City of Hartford, Hartford Parking Authority, Hartford Housing Authority, or the Board of Education, as well as those who have submitted bids or proposals for the purpose of obtaining an agreement or contract. Contributions would be prohibited to candidates, exploratory committees, and political and party committees. (Cotto) (Item #16)

Parking Rates – The Council will consider a resolution that authorizes the Hartford Parking Authority to establish an incentive monthly parking rate schedule for the Morgan Street Garage. A market study has shown that the current rate of $140 per month is too high and has contributed to a loss of business at the Garage. The proposed schedule lowers the rates and provides a price incentive to lease more spaces. For example, for a lease of 1 to 99 spaces, the rate would be $119 per month. For a lease of 500 or more spaces, the rate would be $99 per month. (Winch) (Item#18)

Cemeteries – The Council will consider a resolution concerning major repairs and updates to City-owned cemeteries, including Old South Cemetery, Old North Cemetery and Soldiers' Field. The resolution requests that the Mayor give high priority to appropriating the funds budgeted for repairs in the Capital Improvement Program and asks that he include a priority schedule for these improvements in the CIP Sequencing and Implementation Plan which is due to be submitted to the Council's Operations, Management & Budget Committee in early August. Albany Avenue Improvements – The Council will consider a resolution requesting the Administration to apply for federal grant funds, through the TIGER (Transportation Investment Generating Economic Recovery) program, to carry out the Route 44/Albany Avenue Safety Improvement Project. This $40 million project will improve Albany Avenue between Brook Street and Westbourne Parkway. The resolution asks the Administration to develop partnerships with the Metropolitan District Commission, the Capital Region Council of Governments, and the CT Department of Transportation in seeking funding for the project.   2. Neighborhood Assistance Act. Authorization for the City to submit, to the State of Connecticut for approval, a list of programs eligible for the Neighborhood Assistance Act, which allows businesses who make donations to these programs to receive a State tax credit. (Perez)
  3. License Agreement. Approval to lease 111 Homestead Avenue to Baltazar Contractors for temporary equipment and material storage needed to carry out their contract with the Metropolitan District Commission for sewer separation work on Burton Street. (Perez)
  4. Uncollectible Taxes. Approval for the Tax Collector to certify, as uncollectible, $219,616 in unpaid motor vehicle taxes from tax years 1994-2003. (Perez)
  5. Sale of Property. Authorization for the City to sell three adjacent vacant lots located at 427-435 and 439-443 Albany Avenue and 55-57 Brook Street to Community Health Services for $28,000 for construction of a parking lot. (Perez)
  6. Sale of Property. Authorization for the City to sell a vacant lot at 559-561 Garden street to Habitat for Humanity for $7,500 for construction of a single-family home. (Perez)
  7. Fee Waivers. Approval to forgive 100% of the special event fees owed by four parades (African American, West Indian, Puerto Rican Day, and St. Patrick's Day) and the Greater Hartford Festival of Jazz. (Cotto, Airey-Wilson)
  8. Board of Education Budget. Report by Education Committee on request to the Board of Education to provide the Council with adopted line-item budgets for the past two fiscal years and year-to-date figures for the current fiscal year. (Deutsch, Segarra)
  9. Repeal. Repeal of a City ordinance that prohibits using a skateboard on any public street or sidewalk in Hartford. (Cotto)
  10. Appointment. Appointment of Althea Cordner to the Hartford Commission on Aging. (Perez)
  11. Appointment. Appointment of David Ceder to the Commission on Lesbian, Gay, Bisexual and Transgender Issues. (Perez)
  12. Appointment. Re-appointment of John Nelson to the Commission on Aging. (Perez)
  13. Appointment. Re-appointment of Cheryl Zeiner to the Commission on Disability Issues. (Perez)
  14. Appointment. Appointment of Kenneth Lerman to the Hartford Parking Authority. (Perez)
  15. Service Providers. Transfer of $75,000 from the Office of Youth Services to the Department of Health & Human Services for allocation to organizations providing services such as adult literacy, crisis management, violence prevention, etc. (Winch, Ritter, Kennedy)
  16. Political Contributions. Proposed ordinance prohibiting individuals and entities who have contracts with the City of Hartford from making contributions to candidates for Mayor, Council, Registrar of Voters, Treasurer, or Board of Education. (Cotto)
  17. Parking Lease. Approval for the Hartford Parking Authority to lease 250 parking spaces in the Morgan Street Garage to Hartford Downtown Revival LLC at a monthly rate of $109 per space. (Winch)
  18. Parking Rates. Approval for the Hartford Parking Authority to reduce its monthly parking rates at the Morgan Street Garage from $140 per space to rates of $99 to $119, depending on the number of spaces leased. (Winch)
  19. Marketing Hartford. Request that the City's Development Services Department provide an update on marketing plans for Hartford and make recommendations on strengthening the City's marketing capacity. (Boucher, Ritter)
  20. Allocations. Allocation of $1,000 to the Friends and Families of Forster Heights Park and $650 to the Budget Fiscal Analysis Task Force account. (Boucher)

  24. Non-Discrimination. Support for U.S. Senate Bill 3390 (the Student Non-Discrimination Act of 2010) which would prohibit discrimination based on a student's sexual orientation or gender identity. (Cotto)
  25. Fee Waiver. Waiver of fees for "Outreaching the Vision of Christ 2010" to be sponsored by the Ebenezer Pentecostal Church A/D on August 7 and 8 in Barnard Park. (Cotto)
  26. Fee Waiver. Waiver of fees for a series of religious services to be held by Iglesia Fuente de Salvacion Misionera on street corners throughout Hartford on Mondays and Wednesdays from June 21 through September 22, 2010. (Cotto)
