Hartford City Council Meeting

Monday, June 28, 2004

There are 67 items on the agenda. The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers. The next Council meeting will be Monday, July 12, 2004 at 7 P.M. It will be preceded by an open agenda public hearing that will begin at 6:30 P.M.

Shelter for Gardeners:  The Council will vote on a resolution authorizing Chief Operating Officer Lee Erdman to program $5,000 in Urban Development Action Grant (UDAG) funds by July 15, 2005.  If passed, the Mayor would be authorized to allocate these funds to the Knox Park Foundation to build a shelter for the gardeners of the Watkinson Community Garden.  The shelter would provide protection for the gardeners from inclement weather.  The Management and Budget Committee voted unanimously to send the item to full Council with favorable recommendation.  (Item #18)

Upper Albany Main Street (UAMS) Program: The Council will vote on a resolution authorizing the Mayor to program $15,000 in available CDBG funds for fiscal year 2004-05 to the Upper Albany Main Street Program for an additional staff person.  The Main Street Program focuses on revitalization of the Upper Albany area in terms of design, economic restructuring, organization, and promotion.  The Council previously referred this resolution to the Management and Budget Committee.  No recommendations were made.  (Item #19)

Motor Vehicle Taxes:  The Council will vote on a resolution to pass an ordinance that authorizes the tax collector to collect motor vehicle taxes semi-annually.  (Item #25)

West End Community Center Summer Program:  The Council will vote on a resolution authorizing the allocation of $15,545 in funds from the Health and Human Services Department Contractual Services Account for the implementation of the West End Community Center Summer Program from June 26, 2004 to August 20, 2004.  The summer program is designed to facilitate youth activities and to provide city youth with an opportunity to make personal assessments and set educational and career goals by developing a “Map for My Success” plan. Hartford Knights:  The Council will vote on a resolution authorizing $3,000 in funds to be allocated from the Health and Human Services Department – Recreational Division to the Hartford Knights for the purpose of attending the 2004 Amateur Athletic Union (AAU) Division II National Boys Basketball Tournament.  The Hartford Knights have been invited to enter the 2004 AAU Tournament in Lexington, Kentucky and Cocoa Beach, Florida July 11 – July 25, 2004. Flatbush Station Area Plan:  The Council will vote on a resolution endorsing the concept of a transit-supportive pedestrian node and for the Connecticut Department of Transportation to give due consideration to the design of the busway viaduct over Flatbush Avenue Bridge.  The Planning and Economic Development Committee recommended passage.  (Item #16)

36 – 70 Talcott Street:  The Council will vote on a resolution to authorize the Mayor and the Corporation Council to execute the sale of the City’s interests in land and improvements at 36 - 70 Talcott Street to the Talcott Plaza Associates Limited Partnership for $1.8 million.  The Planning and Economic Development Committee held a special meeting to discuss the sale of City property and recommended passage. (Item #17)
