Hartford City Council Meeting

There are thirty-two items on the agenda.  The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers.  The meeting will be preceded, at 6:30 PM, by an open agenda public hearing.  The next Council meeting will be Monday, July 10, 2006 at 7 P.M.  The next public hearing will be Monday, July 17, 2006.

Previously Submitted Items:  The following three items were previously on the Council Agenda and have been previously included in the Council Preview/Review.  They were postponed or referred to committees and/or public hearing.  They are now on the agenda again for action.

West Middle School – At its June 12th meeting, the Council postponed action on this ordinance authorizing the issuance of $600,000 in municipal bonds and the appropriation of those funds to provide additional classroom space in the building at 875 Asylum Avenue, which is leased by the City for West Middle School.  A public hearing on this matter was held on Monday, May 15, 2006 and some opposition was expressed.  The Council’s Management & Budget and Planning & Economic Development Committees recommended that the ordinance be tabled by the Council and sent to the Board of Education for approval prior to action by the Committees and Council. Bond Sales for Public Improvements – At its meeting of June 12th, the Council postponed action on this ordinance authorizing the sale of General Revenue Bonds in the amount of $4,750,000 for a variety of public improvement projects contained in the Capital Improvement Program of the Mayor’s Recommended 2006-2007 Budget. A public hearing on this matter was held on Monday, May 15, 2006 and the Management and Budget Committee recommended approval.  (Item #9)

Elizabeth Park – The Council will consider an ordinance appropriating $200,000 for roadway improvements between Asylum Avenue and the Pond House Restaurant within Elizabeth Park.  The funds have been provided by the Ethel F. Donaghue Trust for Elizabeth Park and will be used for material upgrades to the roadway, such as the use of brick pavers and granite curbs in place of standard bituminous materials.  A public hearing on this item was held on Monday, June 19, 2006.  On June 12th, the Council referred this item to its Public Works, Parks, and Environment Committee; no committee report is on the agenda. (Item #15)

New Agenda Items

North Main Street Banners – The Council will consider a resolution allocating $30,000 in Urban Development Action Grant (UDAG) repayments to the Greater Hartford Arts Council for the installation of 80 banners to be hung in pairs along North Main Street.  (Item #1)

Maternal Infant and Outreach Program (MIOP) -- The Council will vote on a resolution authorizing the Mayor to accept $210,000 from Hartford Hospital and Saint Francis Hospital and Medical Center for the continuation of the Maternal and Infant Outreach Program (MIOP).  The goal of MIOP is to address infant mortality and morbidity rates in high risk families.  (Item #4)

Hartford Building Bridges Project/New Day Program -- The Council will vote on a resolution authorizing the Mayor to accept $520,000 from the State of Connecticut, Judicial Branch, to operate the Hartford Building Bridges Program in fiscal year 2006-07 through certain community organizations designated by the State.  This is the second year of a three year agreement.  The Program is designed to aid men and women leaving the criminal justice system and help them continue their adjustment process as they re-enter society.  (Item #6)

Immanuel Hudson House – The Council will consider a resolution authorizing the sale of 363-367 Hudson Street by the Hartford Redevelopment Agency to Immanuel Hudson House, Inc. for the construction of 40 units of housing for low income elderly people.  The project is supported by the South Downtown NRZ (SoDo). (Item #7)
