Hartford City Council Meeting

There were 25 items on the original agenda.  Seven more items were submitted during the meeting.  The next regular Council meeting will be held on Monday, July 9, 2007 at 7 P.M. in the Council Chambers in Hartford City Hall.  The next public hearing will be Monday, July 16, 2007 at 7 PM.

Amendment to Law Governing Food Establishments – The Council approved an ordinance amending the portion of the Municipal Code which regulates the sanitation of restaurants, food operations and other places that prepare and serve food and beverages.  (Items #6 and 13)

Senior Centers – The Council passed a resolution authorizing the Mayor to enter into contracts with the operators of the North End, Parkville, Salvation Army, and Hispanic Senior Centers and the South End Wellness Center.  The contracts will total $473,770.  (Item #7)

Delinquent Tax Liens – The Council passed a resolution authorizing the Mayor to select and execute a Delinquent Tax Lien Agreement, for a sum exceeding $5.0 million, with a company to be selected from those who submitted bids during the week of June 25, 2007.  The Council withdrew a resolution, previously submitted, to execute an agreement with American Tax Funding, LLC.  (Items # 10 and 25 withdrawn; Item #32 passed)

Uncollectible Accounts Receivable – The Council postponed action on a resolution deeming outstanding accounts receivable in the amount of $2,094,796 uncollectible and written off.  These have been certified by the Finance Department to be uncollected and uncollectible.  Corporation Counsel and outside agencies have attempted collection of these accounts and have also deemed them uncollectible.  The Council postponed the item to allow time to hear additional information about the efforts undertaken to secure payment.  The types of accounts receivable included in the total amount include Health & Human Services Department (Daycare Division and General Assistance Program), Fire Department, Department of Public Works (Open Claims), and Police Department (Private Duty).  (Item #9)

Amending the Tax Levy – The Council adopted an ordinance increasing the mill rate from 58.55 to 63.39.  The Finance and Revenue Committee discussed the item at two meetings and recommended approval.  The change in the mill rate is a result of the phase-in of tax increases and decreases over five years, which phase-in was adopted by the Council.  That action reduced the Grand List, so a higher mill rate is needed to generate the revenue necessary to fund the budget already adopted by Council.  The Finance and Revenue Committee noted in its report that this plan utilizes existing statutes and does not require new legislation by the General Assembly.  (Items #11 and 15)

Public Safety Complex -- The Council referred, to its Finance and Revenue Committee, an ordinance appropriating an additional $37,000,000 to the already appropriated $40,000,000 for the Public Safety Complex and authorizing the issuance of general obligation bonds to meet this appropriation.  A public hearing on this matter will be held on July 16, 2007 at 7 PM.  (Item #18)

Lewis Fox School – The Council took two actions with regard to Lewis Fox School.  First, the Council adopted a resolution establishing an Independent Day School model for a new pre-Kindergarten through 12th grade Fox School, with a curriculum to include English, Math, Social Studies, Science, Foreign Language, Art, Communications, and Public Speaking.  Second, the Council referred, to its Education and Finance & Revenue Committees, a proposed ordinance appropriating $84,000,000 for the demolition of the existing middle school and construction of a new campus facility.  The ordinance also authorizes the issuance of $21,000,000 in bonds to meet the City’s share of the project costs.  The State of Connecticut will reimburse the City of Hartford for 80% of the construction costs.  A public hearing on the ordinance will be held on July 16, 2007 at 7 PM.  (Items #20 and 21)

Items Submitted at the Council Meeting

Sale of Land The Council passed a resolution authorizing the Mayor to sell the land underlying the Stilts Building at 30 Church Street to the building owner for $1,375,000.  The City currently leases the property to the owner of the Stilts Building.  The City will reserve an air rights easement for the public parking garage located on the property.  A public hearing on this matter was held on Monday, May 21, 2007 and the Council’s Planning and Economic Development Committee recommended approval.  (Item #22, May 14

Renaming Weaver High School – The Council’s Public Building Dedication Committee submitted a report indicating that, at a meeting of the committee on June 15th, Majority Leader rJo Winch withdrew the proposal to change the name of Weaver High School to “Walter ‘Doc’ Hurley High School”.  She indicated that Mr. Hurley had requested the withdrawal.  (Item #27)
