Hartford City Council Meeting

The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers.  The meeting will be preceded, at 6:30 PM, by an open agenda public hearing.  The next public hearing will be Monday, July 16, 2007 at 7 PM.

Previously Submitted Items:  The following items were previously on the Council Agenda and were included in the Council Preview/Review.  They were referred to committees and/or public hearing or action was postponed by the Council.  They are now on the agenda again for action.

Amendment to Law Governing Food Establishments – The Council will take action on a proposed ordinance extensively amending the portion of the Municipal Code which regulates the sanitation of restaurants, food operations and other places that prepare and serve food and beverages.  The Health and Human Services Committee considered this item, did not make a formal recommendation (due to lack of a quorum) but sent the item to the full Council “in a favorable light”.  Note:  The full ordinance may be reviewed in the Town Clerk’s Office.  (Items #6 and 13)

Senior Centers – The Council will consider a resolution authorizing the Mayor to enter into contracts with the operators of the North End, Parkville, Salvation Army, and Hispanic Senior Centers and the South End Wellness Center.  The contracts will total $473,770.  The Council’s Health and Human Services Committee discussed the item and sent it to the Council “in a favorable light”.  (Item #7)

Delinquent Tax Liens – The Council will consider a resolution to “sell” $5 million in delinquent tax liens to American Tax Funding, LLC for a payment of $7 million.  Once the sale is finalized, American Tax Funding institutes further collection efforts and retains all funds collected, including interest and penalties incurred subsequent to the sale.  The Council’s Finance and Revenue Committee postponed action on this item pending more information, on the selection of this contractor, to be provided at a special meeting of the committee.  (Items # 10 and 25)

New Agenda Items

Uncollectible Accounts Receivable – The Council will vote on a resolution deeming outstanding accounts receivable in the amount of $2,094,796 uncollectible and written off.  These have been certified by the Finance Department to be uncollected and uncollectible.  Corporation Counsel and outside agencies have attempted collection of these accounts and have also deemed them uncollectible.  The types of accounts receivable included in the total amount include Health & Human Services Department (Daycare Division and General Assistance Program), Fire Department, Department of Public Works (Open Claims), and Police Department (Private Duty).  (Item #9)

Amending the Tax Levy – The Council received, for consideration, an ordinance increasing the mill rate from 58.55 to 63.39.  The Finance and Revenue Committee discussed the item but postponed action pending the public hearing which was subsequently held on June 18th.  The change in the mill rate is a result of the phase-in of certain taxes over five years adopted by the Council.  That action reduced the Grand List, so a higher mill rate is needed to generate the revenue necessary to fund the budget already adopted by Council.  Should the State provide additional tax relief to small businesses, the mill rate may change again.  (Items #11 and 15)

Public Safety Complex -- The Council will vote on a proposed ordinance appropriating an additional $37,000,000 to the already appropriated $40,000,000 for the Public Safety Complex and authorizing the issuance of general obligation bonds to meet this appropriation.  (Item #18)

Lewis Fox School – The Council will consider a proposed ordinance appropriating $84,000,000 for the Lewis Fox School for demolition of the existing middle school and construction of a new Pre-K-12 campus facility.  The ordinance also authorizes the issuance of $21,000,000 in bonds to meet the City’s share of the project costs.  The State of Connecticut will reimburse the City of Hartford for 80% of the construction costs.  The new school will utilize an Independent Day School Model and the curriculum will include English, Math, Social Studies, Science, Foreign Language, Art, Communications, and Public Speaking.  (Items #20 and 21)
