ITEMS OF SPECIAL INTEREST

HUD Annual Action Plan – The Council referred to its Operations, Management & Budget Committee, a resolution authorizing the submission and adoption of the City of Hartford Annual Action Plan for Fiscal Year 2011-12. The Plan describes the City’s intended use of approximately $7.5 million in Federal entitlement grant funds which the City expects to receive from the U.S. Department of Housing & Urban Development through four programs: the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). (Item #3)

Neighborhood Standards – The Council approved a resolution that endorses and supports the Hartford Neighborhood Standards. The Standards were developed by Hartford 2000 as a tool to improve the quality of life in Hartford. The types of behaviors contained in the Standards are all found in State or Municipal Law. The first page of the Standards is designed to be used by residents, landlords, condominium owners, and others to encourage neighborly behavior. The second page, which lists penalties for violation of the law, may be used by police and others for enforcement purposes. (Item #11)

Hartford Magnet Middle School Expansion – The Council approved a resolution authorizing the City to apply for and accept a School Construction Grant from the State Department of Education to be used for the expansion of the Hartford Magnet Middle School, located on the Learning Corridor Campus, to accommodate high school students. The total cost of the project is estimated at $30.4 million. The state will reimburse the City for 95% of eligible costs. The final cost to the City will be approximately $3 million, which has been included in the proposed 2011-12 Capital Improvement Program. (Segarra) (Item #22)

Event Permitting – The Council withdrew from consideration the first version and replaced it with a second version of a proposed ordinance to amend the permitting process for festivals, parades, races, bicycle tours, carnivals, and other special events, which are held on streets, parks, or other City property. The revised ordinance was referred to the Council’s Planning & Economic Development and Operations, Management & Budget Committees and Public Hearing. The proposed ordinance defines the types of events for which permits are required, prescribes the permitting process, and defines the circumstances under which permits may be granted. It establishes fees for each type of event and defines services that the City will provide for free. The ordinance prohibits waivers of such fees with one exception, i.e. it allows Friends of Parks groups to hold one fundraising event per year in the park and pay one half of the City fee. The ordinance does not cover public speeches, political rallies, marches, protests, or demonstrations. (Segarra) (Item #58 and 80)

Residency Requirements – The Council withdrew from consideration the first version and replaced it with a second version of amendments to an existing ordinance requiring appointees of the Mayor and City Council to be residents of Hartford. The revised version was referred to the Labor & Workforce Development Committee and to Public Hearing. Among the proposed amendments are a definition of the term “bona fide resident,” a change in the length of time within which an appointee must become a resident from six months to two months, and a stipulation that the appointment or employment can be terminated if these requirements are not met. A previous version of this ordinance was withdrawn in favor of the revised ordinance. (Winch) Items #66 (withdrawn) & 71 (referred)

Municipal Towing – The Council referred to its Quality of Life and Public Safety Committee, a resolution requesting the Chief Operating Officer or his designee to perform a feasibility study on municipal towing to be presented to the City Council within 180 days. The idea of a City-run towing entity has come up at budget hearings. It could provide better customer service and provide a revenue stream for the City. (Item #75)

  8. Youth Services Enhancement Grant. Authorization to apply for and accept $10,000 from the CT Department of Education to be distributed as small grants to local organizations to provide services, activities and events for youth. (Segarra) Passed
