There are 42 items on the regular agenda. The Council meeting will begin at 8 P. M.
at Hartford City Hall in Council Chambers and will be televised live on Hartford
Public Access, Channel 21.
UDAG Funds for Upper Albany Main Street Program --
The Council will vote on a resolution allocating $50,000 from Urban Development
Action Grant (UDAG) repayment funds for the Upper Albany Main Street
Program. The Main Street Program
promotes selfreliance and focuses on four areas of revitalization: design,
economic restructuring, organization, and promotion. (Item #27)
Greenberg Plan Update -- The Council will receive an
update report from the Planning, Economic Development and Zoning Committee on
the “Greenberg Plan.” The report
outlines progress related to: projects (e.g., plans for new residential units
in the downtown area), planning (e.g., the promotion of increased retail space
downtown), policy and process (e.g., Housing Overlay Districts to promote
downtown housing development), and transportation and infrastructure (e.g.,
signage projects and study for a downtown circulator route). The Greenberg Plan is an outline for
appropriate urban design which will enhance economic development related to Hartford’s downtown. (Item #14)
Comprehensive Economic Strategic Development Strategy – The
Council will vote on a resolution to adopt the Comprehensive Economic Strategic
Development Strategy submitted by the Hartford Economic Development
Commission. The plan utilizes the City
of Hartford Inner City Business Strategy Initiative, the Downtown Hartford
Economic and Urban Design Action Strategy, and the Neighborhood Revitalization
Zone Strategic Plans. A comprehensive
economic development strategy is required by the federal Economic Development
Commission. (Item #39)
Deputy Mayor Resignation -- The Council will receive
a resignation letter from former Deputy Mayor Francis Sanchez. Ms. Sanchez read the letter at the end of
the Council’s May 29 meeting. (Item #1)
Billboard Ordinance – The Council will vote on
an ordinance which would change the charter with reference to signs. If the ordinance were adopted, sign permits
would be issued to the owners of the property where the sign is located, rather
than the owner of the sign. The
ordinance has been to public hearing and is on the action agenda. (Item #20)
