The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers.  The next Council meeting will be June 11, 2007 and the next public hearing will be Monday, June 18, 2007.

Previously Submitted Items:  The following items were previously on the Council Agenda and were included in the Council Preview/Review.  They were referred to committees and/or public hearing or action was postponed by the Council.  They are now on the agenda again for action.

Recommended 2007-2008 Budget - The Council will take action on the Fiscal Year 2007–2008 City budget.  A public hearing on the Mayor’s Recommended Budget, which totaled $517,881,440, was held on April 24th and the Council’s Management and Budget Committee subsequently held a series of meetings on the budget.  On May 21st, the Council took action to amend the Recommended Budget, reducing it to $511,781,440 and sent the amended budget to the Mayor.  The Mayor made no changes and has transmitted the amended budget to the Council for action.  Items for action include a resolution to adopt the budget as amended, an Appropriation Ordinance, a resolution approving the Capital Improvement Fund Budget for 2007-2008 as submitted by the Mayor, an ordinance appropriating $17,600,000 for the 2007-2008 Capital Improvement Fund and approving the issuance of bonds in that amount, and a resolution and ordinance adopting a tax levy of 58.55 mills and changing the real property tax payment schedule from semi-annual to quarterly for taxes over $100 and equal to or less than $100,000.  (The change does not apply to motor vehicle taxes.)  (Item #1)

Regulation of Convenience Stores – Two ordinances regulating convenience stores that are open between 10 PM and 5 AM will be considered by the Council.  A public hearing was held on May 21, 2007 and the Council’s Quality of Life and Public Safety Committee recommends approval of both ordinances.  The first ordinance requires a special permit for operation between 10PM and 5AM and establishes security standards that such stores must meet.  The second ordinance provides additional enforcement powers to the Police.  (Items #22, 23, 26, and 27)

New Agenda Items

Senior Centers – The Council will consider a resolution authorizing the Mayor to enter into contracts with the operators of the North End, Parkville, Salvation Army, and Hispanic Senior Centers and the South End Wellness Center.  The contracts will total $473,770.  (Item #7)

Division of Early Childhood – The Council will consider a resolution from the Mayor proposing that the City’s Day Care Program, currently part of the Health & Human Services Department, and the Mayor’s Office for Young children be consolidated into a newly created Division of Early Childhood.  (Item #9)

Housing Trust Fund – The Council will consider a resolution to authorize an application to the State of Connecticut for $3.0 million to be used for the HouseHartford Program (which provides down payment and closing cost assistance to first time homebuyers), and the Homeownership Appraisal Gap Financing Program, both operated by the Development Services Department.  The Council’s Housing Committee recommends approval.  (Item #20)

Renaming Weaver High School – The Council will consider a resolution changing the name of Weaver High School to “Walter ‘Doc’ Hurley High School”.  (Item #38)
