There were 70 items on the regular agenda. The Council met on Tuesday, rather than
Monday because of the Memorial Day holiday. The next Council meeting will be 8 P.M., Monday, June 11. The next public hearing will be 8 P.M.,
Monday, June 18.>
Budget Adoption for fiscal year 01/02 - The Council voted final approval of the city’s
budget for fiscal year 01/02. The new
budget is $435 million compared to an approved budget of $423 million for
fiscal year 00/01. The mill rate was
set at 48, up from 47 last year. The
Council voted on amendments to the City Manager’s recommended budget on
Thursday, May 17.
Billboard Ordinance – The Council postponed
action on an ordinance which would change the city’s charter with reference to
signs. If the ordinance is adopted,
sign permits would be issued to the owners of the property where the sign is
located, rather than the owner of the sign. The ordinance has been to public hearing.
Hiring Freeze for City Employees – The Council passed
a resolution authorizing City Manager Kee Borges to fill certain vacant
positions in the city administration. The Council voted at its January 8, 2001 meeting to enact a hiring
freeze on city employees. The freeze is
intended to avoid a budget deficit at the end of the year and allows exceptions
for extraordinary situations or where public safety is concerned. The present resolution lists the positions
the City Manager believes are necessary for maintaining current service
levels. There are eighty-four positions
listed. The Operations, Management,
Budget, Education, and Labor Committee recommended passage.
Raising The Mayor’s Salary -- On the recommendation
of Council members Veronica Airey-Wilson and Elizabeth Horton Sheff, the
Council sent to public hearing, June 18, an ordinance which could raise the
mayor’s salary from $30,000 to $75,000 per year. If the ordinance is passed by Council, it will be placed on the
November 6 ballot.
Reconsideration of Request for Affirmative Action Plan
for Hartford Police Department – The Council voted to reconsider a
resolution it passed at its last meeting. After discussion, it voted to refer the resolution to the Health and
Human Services Committee. The
resolution directed City Manager Kee Borges to provide the Council with a full
written description of a proposed Affirmative Action Plan for the Hartford
Police Department. The plan was originally
submitted to the city by the Cintron Plaintiffs.
