Hartford City Council Meeting

There were 42 items on the agenda: one item was walked in during the meeting. The next Council meeting will be Monday, June 14, 2004 at 7 P.M. It will be preceded by an open agenda public hearing that will begin at 6:30 P.M.

City Budget 2004-2005: The Council passed City's 2004-2005 Budget of $450,000,000. The Council amended Mayor Eddie Perez's original budget to include additional funding for education. The final total for the education budget is $204 million. The Council also passed the Capital Improvement Budget which includes, among other things, $400,000 for park pond restoration. Included in the budget packet was a resolution which will increase the city mill rate to 56.32 mills.

Delay of Revaluation Assessments: The Council passed a resolution authorizing the City to delay this year's revaluation assessments until the 2006 assessment year. The State Legislature recently passed legislation that provides municipalities with the option of delaying their revaluation assessments. Without the delay, many Hartford property owners would have seen steep increases in their taxes. The delay will provide time for the Mayor and Council to pursue the homestead exemption plan or other tax strategies.

Funding for Community & Block Watch Organizers: The Council passed a resolution authorizing the Mayor to re-allocate $50,000 in Community Development Block Grant (CDBG) funds to the Hartford Police Community & Block Watch Organizers. The City continues to support the Community and Block Watch Organizers but general fund support has been severely reduced. Through the re-allocation of CDBG funds the organizers can continue to support the residents of Hartford into fiscal year 2004-05.

Classical Magnet School: The Council passed a resolution approving a project development agreement for the design and construction of the Classical Magnet School to be located at 85 Woodland Street. The State of Connecticut has appropriated approximately $24,700,000 for the project.

Flatbush Station of New Britain/Hartford Bus Rapid Transit Line: The Council referred to the Planning and Economic Development Committee a resolution which would express its support for a transit-supportive pedestrian node for the Flatbush station of the New Britain/Hartford Bus Rapid Transit line.
