There
are 47 items on the agenda. The Council meeting will begin at 7
P.M. at Hartford City
Hall in Council Chambers. The next Council meeting
will be Monday, June 13th in Council Chambers. It will be preceded by a public hearing
that will begin at 6:30 P.M.
Budget for Fiscal Year 2005-2006: The
Council will vote on the City’s budget for fiscal year 2005-2006. The
proposed budget is for $464,189,578 and shows an increase for public safety
over last year’s budget. The
cover letter suggests that there may increased funding for education due to
increased revenue at the state level. The
resolution calls for an increase to the mill rate from 56.32 to 60.82. (Residential
taxpayers pay less because they receive a tax credit; businesses pay a surcharge;
and apartments and automobile owners pay the standard 56.32.) (Item

410 Asylum Historical Designation: The Council will vote on an ordinance
that would designate 410 Asylum St. as
a Local Historic Property. The Historic Commission and the Planning
and Zoning Commission have endorsed the designation and it is on the agenda
for action. (Item #22)
Historic Preservation Ordinance: The
Council will vote on a proposed historic preservation ordinance. If passed, the ordinance will protect
approximately 4,000 historic properties in the city and require residents living
in historic homes to apply for a special permit when seeking to make changes
to the exterior of the home. The
ordinance would create an Historic Preservation Commission which would in turn
apply the Secretary of the Interior’s Standards for Rehabilitation and
Guidelines for Rehabilitating Historic Buildings to properties protected under
the ordinance. The Planning and
Economic Development Committee is recommending passage. (Item
#23)
HIV Prevention Education Program: The
Council will vote on a resolution authorizing the acceptance and receipt of
$460,668 from the Connecticut Department of Public Health to operate an HIV
Prevention Education Program from July
1, 2005, to June 30, 2006. The resolution also authorizes the City
of Hartford Health and Human Services
Department to contract with Hartford Hospital and
the Hispanic Health Council for services as part of the education program. In the past the HIV Prevention Education
Program has provided education, risk reduction counseling, and HIV antibody
testing to reduce HIV transmission among Hartford residents. (Item #4)
DCF Parent Aide Guide: The council will vote on a resolution
authorizing the acceptance and receipt of $25,053 from the Connecticut Department
of Children and Families (DCF) to operate the Parent Aide Program from July
1, 2005, to June 30, 2006. The Parent Aid Program is operated by
the City of Hartford Health and
Human Services Department and is a prevention and intervention program that
provides outreach, treatment, crisis intervention, advocacy, and support services
to high-risk families. The Program
is designed to promote healthy parent/child relationships among low-income
urban families before patterns of abuse and neglect develop. (Item #5)
Neighborhood Inconvenience Stores: The Council will vote on a resolution
requesting the Mayor to direct the Director of Development Services to explore
restricting any additional convenience stores city wide and to draft an ordinance
restricting the operation hours of convenience stores. The resolution also calls for a report
on the location and operation hours of residential convenience stores within
thirty days. The resolution was
introduced in response to complaints from neighborhood residents about excessive
noise, loitering, and illegal trafficking around convenience stores, many of
which are open twenty-four hours a day. (Item
#31)
Magnet School for Public Safety: The
Council will vote on a resolution directing the Mayor and Board of Education
to request the State Department of Education to provide sufficient resources
to plan, develop, offer, and operate a new public safety magnet school. The
resolution was introduced because the City has not been as successful as it
would like in recruiting and retaining local residents and minority candidates
to fulfill the needs for public safety personnel such as police officers, firefighters,
EMT and other emergency services professionals.
