There are 70 items on the agenda. The Council meeting will begin at 8
P.M. It will be preceded by an open
agenda public hearing that will begin at 7:30 P.M. The next Council meeting will be Tuesday, May 27th at
8 P.M. at Hartford City Hall in Council Chambers.
Frog Hollow South NRZ – The
Council will vote to adopt an ordinance approving the Frog Hollow South
Neighborhood Revitalization Association’s Neighborhood Revitalization Zone
(NRZ) Strategic Plan. The Commission on
the City Plan and the Planning, Economic Development, and Zoning Committee are
both recommending passage. This
ordinance has been to public hearing and is on the agenda for action. (Items #
27, 28, 39)
SINA Streetscape Improvements
– The Council will vote on a resolution authorizing City Manager Lee Erdmann to enter into an
agreement with the Southside Neighborhood Institutes Alliance (SINA) for the
completion of streetscape improvements in the general vicinity of Hartford
Hospital. With this project, the City
will continue to extend streetscape improvements from the Central Business
District to the area of Park Street, Hartford Hospital, Trinity College, and
the Learning Corridor. (Item #12)
Health Department Per Capita
Funds – The Council will vote on a resolution authorizing the City Manager
to apply for, to receive, and to execute contracts and contract amendments with
Connecticut Department of Public Health. The Connecticut Department of Public Health has made Per Capita funds in
the amount of $72,452.25 available to the City of Hartford Health Department
for fiscal year 2003-2004. These funds
will be applied for the addition of new programs or the extension of existing
programs. (Item #20)
Citywide Cleanup and
Beautification Month – The Council will vote on a resolution to declare the
month of May as the Citywide Cleanup and Beautification Month and May 17, 2003
as Keep America Beautiful Great American Cleanup day. The City, in collaboration with Hartford Proud and Beautiful, the
local Keep America Beautiful affiliate, will be conducting citywide cleanup and
beautification activities throughout the month of May. (Item #22)
Funds for Women, Infants, and
Children (WIC) – The Council will vote on a resolution that will make
additional funds available to the City of Hartford to operate a supplemental
Food Program for low income Women, Infants, and Children (WIC) in fiscal years
2003 and 2004. These funds provide for
food supplements and nutrition education designed to improve the health status
of program participants. Also, the
State of Connecticut Department of Public Health is seeking to expand the
availability of services by having the Hartford WIC program operate a satellite
WIC office with alternative hours. (Item # 23)
Mixmaster Demolition and
Reopening of Temple Street – The Council will vote to adopt an ordinance
appropriating $917,000 to finance the demolition of the “Mixmaster”(a
three-story glass enclosed structure) and the reopening of Temple Street. The proposed improvements will lead to the
reopening of Temple Street, which will link Main Street with Market Street, one
way, on the eastbound direction. (Items
# 29, 40)
Nursing Student Placements – The
Council will vote on a resolution authorizing the City Manager to sign a
non-financial agreement with Yale University School of Nursing for the placement
of nursing students in the Health Department for the period of July 1, 2003
through June 30, 2006. The agreement
will not obligate the City of Hartford to pay either direct or indirect costs
of the clinical training and supervision. (Item # 21)
Administrative Service Fees – The
Council will refer to action an ordinance that will charge for several services
provided by City staff and that will allow the City to recover the
administrative costs of performing and providing services. First, there will be a charge for false
alarms and a $25 charge for security alarms. Second, there will be a $25 job application fee for police and fire
jobs. Third, there will be a citation appeal
filing fee for Licenses and Inspections violations, for Public Works garbage
citations, and for parking citations. Fourth, there will be a fee of $3.50 for the preparation of each
additional payroll form. The Quality of
Life and Public Safety Committee is recommending the passage of these
fees. (Items # 32, 37)
